Promoting foreign information work and digital transformation to ethnic minorities

On the afternoon of May 24, in Hanoi, the Ministry of Information and Communications (MIC) and the Committee for Ethnic Minorities (CEMA) held a signing ceremony for the Program on promoting cooperation in ethnic affairs in ethnic minority and mountainous areas in the field of information and communication for the period 2024 - 2030. Attending the signing ceremony on the side of the Ministry of Information and Communications were Deputy Minister of Information and Communications Nguyen Thanh Lam, Deputy Director of the Department of External Information Dinh Tien Dung, on the side of the CEMA were Deputy Minister, Vice Chairman of the CEMA Nong Thi Ha and representatives of leaders of agencies and units under the Ministry of Information and Communications and the CEMA.

Deputy Minister and Vice Chairman Nong Thi Ha said that the signing of the cooperation agreement between the two agencies will ensure the promotion of the roles and responsibilities of each side, promote cooperation and information exchange to achieve effective ethnic work in the field of information and communication.

According to Vice Chairwoman of the Committee for Ethnic Minorities Nong Thi Ha, after nearly 2 years, under the direction and implementation of the leaders of the Ministry of Information and Communications and the Committee for Ethnic Minorities, the two sides have agreed on 3 main contents of cooperation as follows: First, directing and organizing the implementation of information and propaganda work, foreign information (TTĐN); Second, digital transformation (CĐS), information security on the network environment related to the field of ethnic work and the system of agencies doing ethnic work; Third, implementing a number of tasks in the National Target Program on Socio-Economic Development (SEDP) in ethnic minority and mountainous areas for the period 2021 - 2030. The cooperation agreement will contribute to promoting the development of diverse propaganda strategies, using traditional media as well as digital technology to reach diverse audiences; strengthening External Information to create awareness and support from the international community. The cooperation also helps improve access to information technology for ethnic minorities, train technology skills for the community, and strengthen network security to protect personal information and privacy; help promote socio-economic activities in ethnic minority and mountainous communities. According to Deputy Minister and Deputy Head of the Ministry of Information and Communications Nong Thi Ha, the signing of the cooperation agreement between the two agencies will ensure the promotion of the roles and responsibilities of each party, promote cooperation and information exchange to achieve effective ethnic work in the field of information and communication. In particular, through close cooperation between the Ministry of Information and Communications and the Committee for Ethnic Minorities, it will create a great step forward in the State management of ethnic work, information and communication work in the digital age and globalization today...

The cooperation between the two agencies will promote coordination, promote the strengths of both sides in digital transformation, improve capacity and digital skills for officials working in ethnic affairs, contributing to the completion of the goals set out in the national digital transformation strategy of the whole country.

Speaking at the ceremony, Deputy Minister of Information and Communications Nguyen Thanh Lam said that Vietnam has a community of 54 ethnic groups, and ethnic management is a difficult and specific field with many challenges, especially in the context of strong digital transformation and comprehensive integration of the country today. Therefore, ethnic work has always been identified by the Party and State as a strategic, long-term, and urgent task with many policies and strategies to improve the lives of ethnic minorities and ensure democratic freedoms according to the Constitution and laws. Some major programs and projects on ethnic minorities and mountainous areas include: National target program on socio-economic development of ethnic minority and mountainous areas for the period 2021 - 2030; National digital transformation program to 2025, with a vision to 2030; The Government's Action Program to 2030 implements Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of information and communication work in the new situation... These programs all have tasks and solutions to ensure equality in all aspects among ethnic groups, create conditions to gradually reduce the gap in development levels between regions; make all ethnic groups have a prosperous, civilized, happy life, and unite to help each other progress.

The signing ceremony between the Ministry of Information and Communications and the Committee for Ethnic Minorities was a great success.

The signing between the two agencies took place in the context of complicated developments in the regional and world security situation. Hostile forces at home and abroad are taking full advantage of the media, continuing to use ethnic, religious, democratic and human rights issues to cause insecurity and disorder in the area, distorting the efforts and achievements of the Party and State, and undermining the great national unity bloc. In that context, it can be assessed that the cooperation activities between the two agencies have been deployed in almost all areas of work and achieved high efficiency. However, it is necessary to innovate to keep up with practical requirements; meet the requirements, directions and tasks of the two agencies, serve the socio-economic development of ethnic minority and mountainous areas, protect national security and strengthen the national defense and security. Deputy Minister of Information and Communications Nguyen Thanh Lam said that the implementation of this coordination program is an important premise, narrowing the gap in information access, opportunities to access resources and promoting the potential for socio-economic development in ethnic minority areas. Thereby, contributing to consolidating and strengthening the great national unity bloc, stabilizing politics and information, promoting the image of Vietnam to neighboring countries, the region and the world.
