In 2023, with the attention and direction of the Provincial Party Committee, the Provincial People's Committee, and the coordination of departments, branches, and localities, the Department of Construction has successfully completed its professional tasks in construction management, completing 14/14 tasks assigned by the Provincial People's Committee. Regarding construction and architectural planning, the Department of Construction has advised on the document directing the implementation of Action Program No. 45 of the Provincial Party Committee Standing Committee on implementing Resolution No. 06 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045. In addition, it has also advised on the implementation of tasks and solutions to implement Conclusion No. 682 of the Provincial Party Committee Standing Committee on reviewing "suspended" plans that have lasted for many years, causing frustration and affecting people's lives. In addition, the management of construction activities; housing management, real estate market; Inspection, examination, and management of construction order have been focused on and achieved good results. Thanks to that, construction activities and development of key, large-scale projects in the province have basically ensured stability...
The Department also requested localities to regularly review and inspect to rectify the management of construction order. Strictly implement Directive No. 08 of the Provincial People's Committee Chairman on strengthening the inspection of construction planning management and construction order in the province. At the same time, well implement the assignment and decentralization of construction order management in the province. Regularly coordinate with local authorities to organize inspections and promptly handle violations of construction investment projects and works, especially the management of coastal construction projects and works...
At the conference, representatives of leaders of districts, departments and branches also pointed out the difficulties and obstacles in planning appraisal, inconsistencies in planning; construction management of housing and urban development still has many overlaps... Inspection and examination of unlicensed and illegal constructions are still loose. For a real estate project to be eligible for business, it must comply with the provisions of about 10 laws and dozens of Decrees, detailed regulations, dozens of Circulars guiding implementation, causing many difficulties in managing the activities of real estate projects...
Speaking at the conference, Standing Vice Chairman of the Provincial People's Committee Phan Van Dang highly appreciated the results achieved by the construction industry in 2023. Although there are still many difficulties and challenges for the province's socio-economy in general and the fields of minerals, land and real estate in particular, with the efforts of the entire political system, the province's socio-economic situation has overcome difficulties, and the construction industry has completed its assigned tasks.
Regarding the direction of tasks in 2024, the Standing Vice Chairman of the Provincial People's Committee requested the Department of Construction, sectors and districts, towns and cities to focus on completing well the socio-economic development targets assigned by superiors. Strengthen management, guidance, organization, implementation, urging and supervision of construction planning, construction quality and urban construction order. At the same time, strengthen guidance and proactively coordinate with departments, sectors and localities in reviewing, adjusting and appraising construction planning, urban planning... In addition, well perform inspection, examination and attention to the real estate business sector. Strengthen coordination with localities to review all construction plans in the area; proactively propose procedures to adjust plans that are no longer feasible. Strengthen housing development, real estate market, construction order and urban development in the province. Strictly and promptly handle violations, especially illegal real estate business and transfer...
Regarding the opinions and recommendations of the units at the conference, Mr. Phan Van Dang requested the Department of Construction to fully synthesize and promptly resolve the difficulties and problems facing the localities, and to advise the Provincial People's Committee on any issues beyond its authority. Regarding the capital source for planning work, the Standing Vice Chairman of the Provincial People's Committee requested that departments, branches and localities be more proactive and have the ability to forecast in order to include the work in the budget estimate. Strengthen professional training for construction sector officials to promptly grasp the difficulties at the grassroots level, thereby better solving related issues.
