In 2024, the growth of Quang Ninh's construction industry will reach 9.96%, the urbanization rate will reach 75%, among the top 5 localities in the country; planning, architecture, urban development, construction economic management, etc. will have positive changes. This has made an important contribution to the province in completing its targets, growing, and affirming its key role in socio-economic development.
Identifying 2024 as a breakthrough year to complete the 5-year socio-economic development plan (2020-2025), closely following the direction of the province, from the beginning of the year, the Department of Construction focused on implementing key tasks, proactively coordinating with relevant departments, branches and localities to give opinions and advise the Provincial People's Committee to effectively implement many contents and tasks under its authority.
In the task of construction planning and urban planning development, the Department has organized appraisal and submitted to the Provincial People's Committee for approval many large and important planning projects, such as: Adjusting the construction planning of Hai Ha district; locally adjusting the General Planning of Cam Pha City and appraising and submitting to the Provincial People's Committee for approval 22 zoning planning projects, bringing the total number of zoning planning projects in the province to 84 projects with a total area of about 200,000 hectares... Up to now, the rate of district planning and general urban planning approved has reached 100%.
In line with the Provincial Planning for the 2021-2030 period, the National Urban-Rural Development Plan approved by the Prime Minister, the Urban Development Program of Quang Ninh Province to 2030..., the Department of Construction has directed localities to establish, appraise, and submit to the Provincial People's Committee for approval the Urban Development Programs in the province. After Dong Trieu was approved by the National Assembly Standing Committee to establish a city, up to now, the province has had 5 cities (Ha Long, Uong Bi, Cam Pha, Mong Cai and Dong Trieu), of which Ha Long City is a type I urban area; the urbanization rate reaches 75%.
The highlight in 2024 for the construction industry is a number of amended and supplemented laws such as the Land Law, Housing Law, Real Estate Business Law... with many new and important breakthrough contents, contributing to the goal of perfecting institutions and policies, improving the effectiveness of state management. These laws officially take effect from August 1, 2024, this is the period when Quang Ninh is accelerating the implementation of site clearance work, implementing key projects; implementing taxes and revenues, especially land tax. The change in institutions and policies has greatly affected the socio-economic development activities of the province.
In this context, to ensure development goals and soon put legal regulations into practice, the Department of Construction advised the Provincial People's Committee to issue specific guiding decisions on the implementation of new regulations; regulations on norms and unit prices in a number of specialized fields in the direction of creating a healthy investment environment; improving competitiveness, attracting resources from strategic investors to the province. This has created a strong legal corridor for localities and investors to have a basis to immediately deploy professional work according to new regulations, ensuring implementation in substance, correctly, sufficiently, publicly, transparently and effectively. In September 2024, storm No. 3 made landfall in the area, severely affecting the economic infrastructure system, production, urban infrastructure, architectural works, housing, etc. In order to quickly restore production, stabilize people's lives and activities, and contribute to the growth of the province, the Department of Construction has proactively proposed and advised the Provincial People's Committee to submit to the Provincial People's Council many necessary and urgent contents, promulgating timely support mechanisms and policies, ensuring strictness and correct beneficiaries. Along with that, it is directly participating in the process of proposing investment policies, appraising feasibility and pre-feasibility study reports; appraising basic designs, investment environment, construction designs; promptly issuing construction norms and unit prices, meeting the requirements of construction investment management in the province.
Step by step, implement policies on improving the quality of life, so that people can enjoy the fruits of development and implement the Government's direction to deploy the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers by 2030"... In addition to participating in the development of the Project on housing development, social housing, housing for workers, the Department has widely publicized programs, projects, plans, and construction land funds for investors to pay attention to and research investment in the province; review and synthesize reports for the Provincial People's Committee to submit to the Government to continue to perfect, amend, and supplement policies on social housing development, ensuring consistency of legal policies.
At the same time, promote administrative reform, simplify and shorten procedures, reduce time for appraisal and approval of projects; select solutions for planning, design, use of construction materials, reasonable investment phases, build support mechanisms for social housing development... to reduce house prices and increase accessibility to people. Up to now, the province has planned, established investment policies, and built a total of 18 social housing development projects. Of which, 5 projects are currently being implemented.
Starting 2025, the final year to complete the targets and goals of the entire term, implementing the direction of the central and provincial governments, implementing the arrangement and streamlining of the apparatus in the direction of "Streamlined - lean - strong - effective - efficient - effective", the Department of Construction has participated and coordinated with the Department of Transport to propose a plan and project to merge the two Departments in accordance with the direction; develop a specific plan to complete the socio-economic targets in the direction that all targets are set higher, research and propose targets, targets and tasks in the construction - transport sector for the new period (2025-2030).
