Recently, Hai Ha district has paid special attention to investing in upgrading sea dykes, culverts, and boat mooring areas to ensure people's safety during the storm season.
From various sources of capital, in recent years, the district has focused on investing in and upgrading many dike works, culverts, and culverts under the dike to ensure disaster prevention and control and search and rescue work. The urgent treatment project for landslides in village 2 (Duong Hoa commune) is more than 322m long, with a cost of more than 2.9 billion VND, started in February 2023, and was completed after more than 1 month of construction. Along with phase 1, which has been upgraded with a length of more than 200m, the entire 500m of this dike line has been upgraded. Along with the dike body, 8 culverts under the dike, including 5 culverts with 1 gate and 3 culverts with 2 gates, have also been upgraded to ensure safety according to the design of the dike to withstand storms of level 8 and level 9.
The Quang Minh sea dike was invested in upgrading the dike surface, with a cost of more than 14.9 billion VND, under the FMCR project of Quang Ninh province, to be completed and handed over to the locality in 2022, contributing to ensuring the safety of hundreds of households and thousands of hectares of agricultural land and aquaculture. Sec Kham bridge (Quang Son commune) was invested in construction (replacing the spillway) under the project to renovate and upgrade the road connecting National Highway 18A to the center of Quang Son commune, with a cost of more than 68.6 billion VND, to be completed and handed over in 2022; contributing to ensuring the safety of people traveling during floods.
From the provincial budget, district budget and other combined capital sources, the district is implementing the project to renovate and upgrade the road from village 3, Quang Thinh commune to National Highway 18A in village 2, Quang Chinh commune, with a cost of more than 64.8 billion VND, serving the socio-economic development and travel of local people and neighboring areas, promoting production and circulation of goods, contributing to accelerating the construction of new rural areas, expected to be completed in July 2023.
The project to build a beach embankment to prevent landslides in Cai Chien commune, with a budget of more than 79.9 billion VND, aims to prevent beach erosion, prevent erosion, and ensure the safety of people's houses and production land. The bridge and rescue road system in Truc Bai Son lake was completed in 2021, contributing to ensuring a safe plan for the lake and creating favorable travel conditions for people, especially in rainy and flood conditions. The project of the fishing boat anchorage area in Tien Toi (Duong Hoa commune), with a budget of 57 billion VND, completed in July 2020, helps fishermen have a safe place to anchor and avoid storms.
In the district, there are mainly saltwater prevention dykes, concentrated in 6 coastal communes and towns, with a total length of 35.97km (27.97km of general dykes, 8km of specialized dykes for households building aquaculture ponds); 42 large and small sluices with 63 automatic sluice gates, sluices operating under the dykes... protecting more than 2,870ha of cultivated land and aquaculture in the district. Up to now, more than 70% of the dyke system has been solidly invested, ensuring safety for people and local agricultural and aquatic production.
