Implementing the emulation movement "The whole province joins hands to build Ha Tinh province to meet new rural standards in the period of 2021 - 2025", many organizations and units assigned to sponsor and sponsor have had active and practical activities to help villages and communes build new rural areas (NTM). Not only providing material support, sponsorship activities also have spiritual significance, contributing to creating momentum and motivation to build NTM in localities.

Lieutenant Colonel Pham Thanh Tram - Chief of Staff, Provincial Police shared that the total resources mobilized by the Ha Tinh police force, calling for sponsorship and support for the construction of new rural areas in 2023 reached nearly 3.8 billion VND. In particular, the unit promptly supported Huong Lam commune (Huong Khe) with funds to help people buy seedlings; renovate the office; improve the quality and effectiveness of implementing security and order criteria in building new rural areas. Thereby helping the commune soon complete the criteria and be recognized as meeting new rural standards.

In addition, the Provincial Police also supported many other disadvantaged localities such as: Ky Thuong, Ky Lac, Ky Khang communes (Ky Anh district), Dien My commune (Huong Khe), Thach Chau commune (Loc Ha) to implement security and order criteria, build houses for households in especially difficult circumstances... Mobilize officers and soldiers to directly participate in rural traffic, environmental sanitation, build houses for poor households, lonely elderly...

In 2023, Ha Tinh Petroleum Company allocated nearly 4.9 billion VND to support the construction of new rural areas in localities. In Huong Khe district alone, the company supported 35 poor households to build solid houses; supported village 12, Ha Linh commune to build a cultural house...

Mr. Phan Ky - Vice Chairman of Huong Khe District People's Committee said: In the specific difficulties of Huong Khe mountainous district, the sponsorship and funding activities of units and the coordination of the locality have brought about valuable results. Not only creating resources and facilities, this activity also contributes to arousing the spirit of the locality and people in the emulation movement to build new rural areas. It can be affirmed that in 2023, the last 4 communes of the district and also of the province to meet the standards/complete the task of building new rural areas have great contributions from sponsoring and funding organizations and units.

In 2023, Ha Tinh Provincial Youth Union supported nearly 600 million VND to help Ha Linh commune (Huong Khe) complete the new rural criteria.

According to statistics from the Provincial New Rural Area Coordination Office, the total funding for sponsorship and funding for new rural area construction in 2023 is 95.522 billion VND. Of which, the organizations and units assigned and approved to sponsor and fund new rural area construction according to Decisions No. 834/QD-UBND and No. 912/QD-UBND of the Provincial People's Committee are 15.723 billion VND. Some typical units include: Provincial Police, Provincial Fatherland Front Committee, Ha Tinh Provincial Youth Union, Provincial Military Command, Department of Industry and Trade, Department of Agriculture and Rural Development, commercial banks in the area, Ha Tinh Customs Department, Ha Tinh Petroleum Company, Ha Tinh Telecommunications...

In addition to the organizations and units assigned and approved by the Provincial People's Committee to sponsor and fund the construction of new rural areas, there are many organizations and individuals who have supported localities in building new rural areas. According to reports from districts, cities and towns, the whole province has called for sponsorship and funding for the construction of new rural areas of nearly 80 billion VND.

Dien My Commune, Huong Khe District - one of the last units of the province to complete 20/20 NTM criteria.

Mr. Ngo Dinh Long - Deputy Chief of the Provincial New Rural Area Coordination Office said that, in addition to resources such as cash and materials, the units have mobilized cadres, members and soldiers with 11,286 working days to help villages and communes build rural roads, canals and ditches; renovate the grounds of cultural houses and household gardens; plant green fences, relocate livestock barns, and help households overcome the consequences of natural disasters...

The new point in 2023 is that the assigned units will sponsor and provide funding to the village level, focusing on the two most difficult communes, Ha Linh and Dien My, in Huong Khe district. This important resource helps localities complete the criteria and has now been voted by the Provincial Council to propose the Chairman of the Provincial People's Committee to recognize them as meeting the NTM standards. With this result, Ha Tinh has had 100% of communes meeting the standards/completing 20/20 NTM criteria.

To promote the sponsorship and funding program, localities need to continue to maintain and sustain the standard level, develop plans to upgrade the contents and criteria, especially economic development, increase people's income, protect the environment... strive for communes to meet advanced NTM standards, model NTM, and smart NTM villages.

In particular, for villages that have not yet met the model NTM standards, it is necessary to continue to coordinate in developing a roadmap and specific sponsorship and funding plans. In particular, localities must proactively carry out tasks that they can do themselves, and only propose funding and support for tasks beyond their capabilities.
