DTO - After nearly 5 years of implementing Resolution No. 04 dated December 31, 2021 of the Provincial Party Committee on digital transformation of Dong Thap province (abbreviated as Resolution No. 04), the province has basically completed the set goals and targets. Thereby, contributing to improving the efficiency of management and operation activities of Party and State agencies and socio-political organizations; enhancing the competitiveness of enterprises. Notably, digital transformation in 3 areas: education, health and agriculture.

Focus on developing digital infrastructure
Based on Resolution No. 04, the Provincial People's Committee issued the Digital Transformation Project of Dong Thap Province as a basis for all levels and sectors to carry out digital transformation synchronously, creating a strong change in the way of living, working and communicating of organizations and individuals in the province. For 3 areas: education, health and agriculture, a separate Digital Transformation Project for each sector has been issued for implementation. The province has issued a set of indicators to evaluate and rank the digital transformation of agencies and specialized units under the Provincial People's Committee and the People's Committees of districts and cities in the area.
Since 2023, the assessment and ranking of units and localities based on the above Index has achieved many positive results. In order to encourage people and businesses to use high-level online public services, the province has issued a Resolution regulating the collection of fees and charges for providing online public services in Dong Thap province, including a 50% reduction in fees and charges when performing administrative procedures using online public services.
In addition, include the content of socio-economic development associated with digital transformation based on 3 main pillars (digital economy, digital society, digital government) in the Dong Thap Provincial Planning for the period 2021 - 2030, with a vision to 2050. Announce the Dong Thap Provincial e-government architecture version 2.0, as a basis for applying technical criteria for connection, integration, data sharing, ensuring data consistency provided by a single source and used for the whole province and is being upgraded to e-government architecture version 3.0, towards digital government.
The local medical network system is capable of establishing remote consultations with medical examination and treatment facilities.
In addition, to contribute to transparency, efficiency and innovation in socio-economic management, support economic growth improvement and provide more utilities for people (establishing and deploying shared data sets for industries, fields and open data for all people and businesses to access and exploit), the province approved the Project to build a shared data warehouse and open data platform for Dong Thap province. At the same time, invest in a provincial data center deployed according to a private cloud computing model, servers with high computing and switching capacity, expanded storage capacity, meeting the province's application software and shared databases.
Digital infrastructure has been invested in and developed in time to meet the needs of digital transformation, establishing the Dong Thap Provincial Digital Transformation Center to support agencies, units and localities in implementing digital transformation. In particular, a number of important platforms serving the province's digital transformation have been put into use, such as: Data connection and sharing platform (LGSP); digital agricultural data platform; surveillance camera data processing and analysis platform; online conference platform. In particular, the province's data connection and sharing platform has officially connected to the National Population Database, creating favorable conditions for the deployment of information systems and databases in the province in the coming time. The work of ensuring information security has received due attention; Organize information security drills and inspect and evaluate information security and network security work of agencies, units and localities and promptly detect and update a number of security vulnerabilities, thereby helping organizations and individuals feel more secure when using public services provided by state agencies.
Digital transformation imprint in 3 fields
Through the implementation of the Digital Transformation Project in the Education Sector, 100% of educational institutions from primary to high school level have implemented teaching with the STEM education model and organized training for managers and teachers, and organized competitions on STEM education. In addition, over 91% of general education and continuing education institutions have implemented cashless payments; 100% of educational institutions from primary to high school have completed digital management models, digital operations, and digital data standardization. All educational institutions have built digital learning materials for their units; the construction of a digital learning material warehouse to share with the entire sector has basically reached 50%; 100% of the internal direction, operation, and management activities of agencies and affiliated educational institutions are carried out on a digital management platform; More than 12,800 managers and teachers are equipped with digital signatures. All managers have digital signatures for document processing and signing digital student records.
Similarly, concretizing the digital transformation project of the health sector, the medical examination and treatment information system continues to be maintained stably, helping health management agencies promptly grasp medical examination and treatment information at hospitals and district-level medical centers in real time. Currently, 100% of commune-level health stations have deployed commune health station management software with full functions according to the regulations of the Ministry of Health; maintaining 100% of public service units and medical examination and treatment facilities applying information technology in communication with people and applying cashless payment or payment by mobile devices. The smart medical management system can connect data to all medical examination and treatment facilities across the province; has the ability to establish remote consultations to medical examination and treatment facilities in the area; 87% of the population has electronic health records; 165/165 medical examination and treatment facilities perform remote medical examination and treatment consultation.

For the agricultural sector, the Department of Agriculture and Rural Development has carried out digital transformation in the agricultural sector, especially basically completing the pilot task of implementing the Agricultural Digital Platform (VDAPES) at https://vdapes.com, meeting local usage needs and having the ability to replicate in the region and nationwide; maintaining stability with 15 reporting forms.
The "Smart Village" model in Tan Thuan Tay commune, Cao Lanh city has basically been completed with an estimated volume of 95%, and is being expanded to new advanced rural communes. Currently, there are 11 Associations and 17 Cooperatives applying technology to trace origins, with e-commerce activities through the Community Digital Technology Team; installing 6 Water Monitoring Stations, 15 Insect Monitoring Stations using IoT to automatically collect data to serve warnings and forecasts of disadvantages caused by nature and epidemics for timely response. Maintaining the operation of 28 software/databases, of which 19 software/databases are deployed by central units, 9 software/databases are deployed by specialized sectors.
The province organized 4 inspection teams and 3 supervision teams for the implementation of Resolution No. 04 in the localities: Hong Ngu City, Cao Lanh City, Sa Dec City and Thap Muoi District to promptly grasp the situation, evaluate and direct the implementation. Through inspection and supervision, it was shown that the concretization work closely followed the policies and objectives set out in Resolution No. 04, was suitable to the actual situation of each locality, and created high consensus among the entire Party Committee and people of the Land of Pink Lotus. |
