Speaking at the Conference, General Director Nguyen The Manh said that in recent times, Vietnam Social Security has continued to closely follow the directions of the Government and the Prime Minister in implementing digital transformation and Project 06; fully and promptly issuing documents guiding implementation, inspection, supervision, and raising awareness of digital transformation throughout the industry. In the first 6 months of 2024, the entire industry has achieved positive results in digital transformation, bringing great and practical benefits not only to people and businesses but also to state management agencies in the fields of social insurance and health insurance. These results have been recognized and highly appreciated by the Government, the Prime Minister, ministries, sectors, people, and businesses.
In particular, the Industry has built and developed a large, basically complete database, covering most people and businesses. The database is synchronized and authenticated with the National Population Database, which is an important premise for reforming administrative procedures. Accordingly, the Industry's administrative procedure reform work has been strongly implemented, becoming increasingly convenient and fast, for example, the use of CCCD in health insurance, pension payment, and social insurance benefits through personal accounts. The sharing of data between Vietnam Social Security and ministries, branches, and localities is increasingly timely and open, creating a shared database, bringing greater and greater benefits to people and businesses. 100% of the Industry's business and management processes are also carried out in a digital environment, helping to improve labor productivity and information transparency...
According to the report, in the digital transformation work, Vietnam Social Security continues to do well in developing digital infrastructure, digital data, ensuring information security and safety; providing public services in the digital environment. Currently, eligible administrative procedures of Vietnam Social Security have been provided with full online public services (DVC) on many platforms. In the first 6 months of 2024, the entire Vietnam Social Security sector received and processed more than 6.8 million electronic transaction records.
In implementing Project 06 of the Government, Vietnam Social Security continues to connect and share data between the National Insurance Database and the National Population Database; deploy techniques to ensure the gradual use of Citizen Identification Cards (CCCD), applying National Electronic Identification (VneID) to replace paper health insurance cards for health insurance examination and treatment. Up to now, 100% of health insurance treatment facilities have deployed health insurance examination and treatment using chip-embedded CCCDs (meeting the requirement of looking up health insurance card information by personal identification number/CCCD), with more than 104.2 million successful searches of health insurance card information by personal identification number/CCCD to serve health insurance examination and treatment procedures.
In addition, Vietnam Social Security continues to promote the payment of non-cash insurance benefits. In the first 6 months of 2024, nationwide, about 74% of beneficiaries received social insurance and unemployment benefits through personal accounts in urban areas (an increase of about 10% compared to 2023). Vietnam Social Security also coordinated with ministries, branches and localities to deploy: Electronic health books; connecting data on driver health examinations, birth certificates, death certificates; integrating social insurance book information on the VneID application; integrating VneID accounts with VssID; implementing the National Data Center Project.
At the Conference, through the presentations of representatives of a number of units under the Vietnam Social Security and provincial and municipal Social Security, it was shown that the units and localities have always made efforts and determination in implementing their tasks, thereby actively contributing to the overall results of the entire Industry with the aim of serving participants and beneficiaries of social insurance, health insurance and unemployment insurance policies better and better.
Mr. Ngo Hai Phan - Director of the Department of Administrative Procedure Control, Government Office, assessed that Vietnam Social Security is not only a pioneer in digital transformation but also has real products; people and businesses have real benefits. Among the positive results of the Industry, the most prominent is the implementation of pension and social insurance allowance payments through personal accounts, which has achieved a high rate; providing many utilities on the National Public Service Portal with a very large number of people using it. Despite difficulties, Vietnam Social Security has paid attention to building and developing digital infrastructure and digital data, and at the same time strongly sharing with ministries, branches and localities to bring practical benefits and serve the people.
Mr. Vu Van Tan - Deputy Director of the Department of Administrative Police for Social Order, Ministry of Public Security also commented that the results achieved by Vietnam Social Security in implementing Project 06 are very positive. The fact that 100% of medical facilities deploy health insurance services using chip-embedded ID cards and level 2 electronic identification accounts is a great effort of Vietnam Social Security and local police in sharing and synchronizing data. The payment of social insurance benefits through personal accounts is also an impressive result, overcoming many initial difficulties in implementation.
The whole industry is determined to "reach the finish line" early.
Speaking at the Conference, Deputy General Director Chu Manh Sinh, Head of the Working Group implementing Project 06 of Vietnam Social Security, said that currently, the Digital Transformation work of the Vietnam Social Security industry, focusing on Project 06, continues to make steady progress. This has brought about "turning point" changes in all professional activities, creating an important foundation for the development of the Vietnam Social Security industry in an increasingly professional and modern direction, for the satisfaction of participants and beneficiaries of social insurance and health insurance policies.
Concluding the Conference, on behalf of the Industry's leaders, General Director Nguyen The Manh acknowledged and highly appreciated the results achieved by the entire Industry in digital transformation and the implementation of Project 06; at the same time, he sincerely thanked the coordination and support of Ministries, branches and localities with Vietnam Social Security in implementing this work.
In the coming time, General Director Nguyen The Manh requested that affiliated units, Social Insurance of provinces and cities need to continue to closely follow the directions of the Government, the Prime Minister, the approved Plan in implementing digital transformation and Project 06, determined to complete 100% of tasks in the shortest time. Continue to improve the responsibility of leaders in implementation, ensuring 5 clarity: Clear people, clear work, clear responsibility, clear results, clear time; raise awareness of civil servants, public employees and workers about digital transformation, implementing Project 06, must consider this a task that goes hand in hand with professional tasks.
At the same time, continue to build and enrich the Industry's Database, be ready to share, synchronize, and connect with ministries, branches, and localities, thereby continuing to reduce administrative procedures to serve people and businesses better and better, as well as improve management efficiency, build and perfect business processes in the digital environment. Promote communication on digital transformation, introduce and replicate the achievements and results of digital transformation of the Vietnam Social Security Industry to the whole society, creating consensus among people, businesses, branches, and levels in performing tasks.
In order to recognize and commend units and individuals with achievements and great contributions to the digital transformation results and the implementation of Project 06 of the Vietnam Social Security sector, at the Conference, the Decision of the General Director of Vietnam Social Security was announced on rewarding 13 individuals outside the sector and 19 collectives and 39 individuals in the sector for their outstanding achievements in implementing the tasks of Vietnam Social Security assigned in Project 06 of the Government for the period 2022 - 2023.
