The Project aims to form at least 1 or 2 networks of excellent and talented training centers in each priority technology field of Industry 4.0.
In the fields of artificial intelligence, semiconductor industry and biotechnology, at least 2 or 3 networks of training centers of excellence and talent in the three regions of North-Central-South will be formed. Each network of training centers of excellence and talent will be led by a strong higher education institution and will have at least 5 higher education institutions and a number of domestic and foreign enterprises participating.
Each network organizes at least 1 excellent program on adaptive training, retraining, advanced training, and specialized training for human resource development in a number of priority technology fields of Industry 4.0.
The project aims to attract at least 100 talented scientists and experts from overseas Vietnamese and foreigners to participate in teaching and scientific research in higher education institutions in Vietnam.
The project sets out four tasks and implementation solutions, including researching, reviewing, and proposing mechanisms and policies to create breakthroughs in training activities in a number of priority technology fields of Industry 4.0; building, consolidating, and developing excellent training centers and talents in a number of priority technology fields of Industry 4.0 in Vietnam; developing and improving teaching, research, innovation, and startup capacity for excellent training centers and talents in a number of priority technology fields of Industry 4.0 in Vietnam; and promoting international cooperation and integration in training in a number of priority technology fields of Industry 4.0.
Among them, the Project researches and proposes amendments and supplements to the State's investment support mechanisms and policies on facilities and equipment serving training activities, scientific research, innovation and startups on the basis of investment cooperation between enterprises and higher education institutions.
Support the development of a model of connection between higher education institutions and science and technology organizations and enterprises to carry out training, scientific research, technology transfer, innovation and start-up activities through ordering, selecting/directly assigning science and technology tasks; develop mechanisms and preferential policies on credit, tuition support, and scholarships to attract and improve the quality of learners in a number of priority technology fields of Industry 4.0, initially for graduate students and doctoral students.
Project to support and invest in developing a number of higher education institutions to become strong training centers in the three regions of the North - Central - South in a number of priority technology fields of Industry 4.0; build an online assessment platform for professional skills and competencies to serve the connection of higher education institutions, learners, businesses, organizations and related individuals. Implement a mechanism for sharing information and providing advice on priority policies in training activities, scientific research and application in a number of priority technology fields of Industry 4.0.
Developing strong higher education institutions to become the core of excellent training networks and postgraduate talents in a number of priority technology fields of Industry 4.0 such as artificial intelligence, semiconductor industry; next-generation network technology, smart network security technology and multimedia communications; educational technology; new materials; advanced, intelligent construction, transportation and infrastructure technology; biotechnology in agriculture, industry and biomedicine; renewable energy, hydrogen energy.
The project prioritizes the development and implementation of ministerial and sectoral science and technology tasks; supports technology transfer and innovation activities for higher education institutions to create priority technology products of Industry 4.0.
