On the afternoon of July 7, the Coast Guard Party Committee held a conference to review 5 years of implementing Resolution No. 24-NQ/TW dated April 16, 2018 of the Politburo on Vietnam's National Defense Strategy (Resolution No. 24), Conclusion No. 31-KL/TW dated April 16, 2018 of the Politburo on Vietnam's Military Strategy (Conclusion No. 31). Lieutenant General Bui Quoc Oai, Secretary of the Party Committee and Political Commissar of the Coast Guard chaired the conference.
The report and presentations at the conference showed that, over the past 5 years, the Party Committee, the Coast Guard Command and the Party committees and commanders at all levels in the entire force have led, directed, thoroughly grasped, and resolutely and synchronously implemented many policies and measures that were close to the truth, and seriously, closely, and effectively implemented Resolution No. 24 and Conclusion No. 31; promptly advised and proposed to the Central Military Commission and the Ministry of National Defense to effectively handle situations, avoiding being passive or surprised; thoroughly grasped and strictly implemented policies and countermeasures in handling situations at sea; the quality of training, combat readiness, and overall strength of the force have been increasingly improved; effectively combined the implementation of key political tasks with building a national defense posture, contributing to firmly protecting the sovereignty of the sea and islands, building a secure and safe Vietnamese sea area for the country's socio-economic development.

The Party Committee and Command of the Coast Guard have effectively implemented coordination between the Ministry of National Defense and the Ministry of Public Security; coordination regulations with units under the Ministry of National Defense, local authorities of 28 coastal provinces and cities in performing military and defense tasks; protecting sea and island borders; and managing activities related to the fisheries sector.
Party committees and organizations at all levels are truly strong in politics, ideology, ethics, organization and cadres; strictly comply with the principles of organizing Party activities; cadres and soldiers have steadfast, firm political will, solidarity, unity, absolute loyalty to the Fatherland, the Party, the State, and the people, ready to receive and successfully complete all assigned tasks; actively participate in building a national defense associated with a solid people's security posture at sea. Deploy the signing and effective implementation of the program "Coast Guard accompanies fishermen", organize more than 230 propaganda sessions for more than 145,000 cadres and people to participate in the contents of sea and island sovereignty, the Coast Guard Law, and regulations on preventing and combating IUU fishing.

The fight against crime and law violations has achieved many outstanding results; the entire force has detected and handled tens of thousands of vehicles and boats at sea; investigated, arrested and handled hundreds of smuggling and trade fraud cases at sea with a total amount of administrative fines and property auctions paid to the State budget of about 1,500 billion VND...
At the conference, delegates discussed the implementation of Resolution No. 24 and Conclusion 31 in the past time and some limitations in the implementation process.
Concluding the conference, Lieutenant General Bui Quoc Oai emphasized: "Resolution No. 24 and Conclusion No. 31 have been thoroughly grasped and implemented synchronously and drastically by agencies and units in the entire force with many solutions to concretize Resolution No. 24 and Conclusion No. 31 into practical activities, raising awareness and responsibility of Coast Guard officers and soldiers and all people in the work of managing and protecting the sovereignty of the sea and islands of the Fatherland."
The Political Commissar of the Coast Guard requested that in the coming time, the entire force needs to continue to thoroughly grasp Resolution No. 24 and Conclusion No. 31; proactively forecast, analyze, evaluate correctly, and propose many solutions to promptly handle situations that may occur at sea; do a good job of advising the Party Committee, the Coast Guard Command, local Party committees and authorities on the management and protection of sea and island sovereignty; continue to improve the effectiveness of the Coast Guard's international integration and foreign affairs.
