On April 5, at the headquarters of the Ministry of Finance, the Party Committee of the Ministry of Finance held a conference to review the Party building work in the first quarter and deploy key tasks in the second quarter of 2024. Reporting on the results of leadership in implementing the tasks of the first quarter of 2024 and the key work program of the second quarter of 2024 of the Party Committee, comrade Do Van Truong - Standing Deputy Secretary of the Party Committee said that in the first quarter of 2024, the Party Committee of the Ministry closely coordinated with the Party Executive Committee and the Ministry's leaders to focus on leading and directing the Party Committees and Party Cells under the Ministry to summarize the work of 2023, develop programs, plans, and tasks of professional and political work for the period of 2024 according to the Socio-Economic Development Plan and the State Budget estimate approved by the National Assembly, striving to successfully implement the financial and State Budget goals and tasks in 2024.
In the work of building and perfecting financial mechanisms and policies, the Ministry of Finance has coordinated with relevant units to develop 03 draft laws to submit to the Government and the Standing Committee of the National Assembly: the draft Law on Management and Use of State Capital Invested in Production and Business at Enterprises (amended); the draft Law on Special Consumption Tax (amended) and the draft Law on Corporate Income Tax (amended); the draft Law on Value Added Tax (amended); regarding the Government's work program: the Ministry of Finance has submitted/issued 5/11 projects/circulars; the Circular Development Program of the Ministry of Finance has issued 12/16 circulars.
Regarding the implementation of the state budget estimate, the state budget revenue in the first quarter of 2024 reached VND 539.5 trillion, equal to 31.7% of the estimate, up 9.8% over the same period in 2023. The total balanced state budget expenditure in the first quarter of 2024 reached VND 393.5 trillion, equal to 18.6% of the estimate, up 8.3% over the same period in 2023. The balance of the central budget and local budgets was ensured. In the first quarter of 2023, VND 80.2 trillion of government bonds were issued, with an average term of 11.53 years and an average interest rate of 2.24%/year.

In particular, in the work of Party building, the Party Committee of the Ministry of Finance always focuses on political and ideological work and studying, grasping and implementing the Party's resolutions. In the first quarter of 2024, the Party Committee of the Ministry coordinated with the Party Committee of the Bloc to organize an online conference to study, grasp and grasp the book "Promoting the tradition of great national unity, building our country to be increasingly rich, civilized and happy" and the book "Building and developing a comprehensive and modern Vietnamese foreign affairs and diplomacy imbued with the identity of Vietnamese bamboo" by General Secretary Nguyen Phu Trong. Conference overview
Concluding the conference, Comrade Cao Anh Tuan - Party Secretary, Deputy Minister of Finance requested the advisory boards of the Ministry's Party Committee to complete the draft report based on the comments contributed at the conference.
Regarding the orientation in the coming time, Comrade Cao Anh Tuan suggested continuing to focus on leading Party Committees and Party cells to organize the study, dissemination, propaganda and implementation of resolutions, directives, conclusions, plans and instructions of the Party Central Committee, the Party Committee of the Central Agencies; resolutions, decisions, directives, plans and projects of the Party Executive Committee of the Ministry of Finance. Strengthening the grasp of the ideological situation, synthesizing, analyzing and forecasting possible developments and ideological trends and reporting and advising Party committees at all levels to promptly resolve outstanding, urgent and newly arising issues. At the same time, proactively orienting the ideology of cadres and Party members before major events of the Party, the country and issues of public concern nationwide, ensuring the stability of the ideological situation for cadres and Party members, creating consensus in the entire Party Committee.
