At the meeting, providing information on the current situation of issuing electronic invoices for petroleum retail business activities, Mr. Mai Son - Deputy General Director of the General Department of Taxation said that the implementation of electronic invoices is carried out in accordance with the provisions of Clause 1, Article 90 of the Law on Tax Administration; Clause 4, Article 9, Decree No. 123/2020/ND-CP.

Specifically: The time for issuing electronic invoices for the sale of gasoline at retail stores to customers is the time when the sale of gasoline is completed for each sale. Sellers must ensure that electronic invoices are fully stored for the sale of gasoline to customers who are non-business individuals and business individuals and ensure that they can be looked up when requested by competent authorities. Based on the above regulations, gasoline stores are required to issue electronic invoices for each sale from July 1, 2022.

Implementing the direction of the Government and the Prime Minister, recently, the General Department of Taxation has issued many documents directing the Tax Departments of provinces and centrally-run cities to strengthen management, inspection, supervision, and promote the issuance of electronic invoices for each sale of gasoline retail business activities...

As of March 28, 2024, nationwide, 15,762 gasoline retail stores have issued electronic invoices for each sale, accounting for about 98.9% of the total number of gasoline retail stores. There are still about 100 stores that have not done so, accounting for 1.1%. 59/63 localities have achieved progress of over 90%, 40 localities have completed 100% of the progress. According to the report of the Tax Departments, by March 31, 2024, gasoline stores nationwide are striving to issue electronic invoices for each sale.

Responding to the press regarding the attack incident of VNDirect Securities Company, Mr. Pham Hong Son, Vice Chairman of the State Securities Commission, said that this was an unfortunate incident. At the same time, the State Securities Commission also sent a document to securities companies warning about the security of online securities trading systems to market members to request immediate implementation of measures to review and inspect information technology systems, ensure safety and security for systems related to securities transactions to ensure the safe, stable and smooth operation of the market.

Mr. Pham Hong Son also affirmed: “The attack incident of VNDirect Securities Company did not greatly affect the whole market, the market is still trading normally. The two stock exchanges HOSE and HNX have disconnected from the Company. Up to now, all customers' money and securities assets have been secured and account balances have been checked. Currently, the Company's system has reconnected to the HNX floor, and is expected to connect to the HOSE floor tomorrow and resume trading from April 1st.”

The representative of the State Securities Commission added that the issue of network security and safety is always put first and is always ready and proactive in having a plan to handle any incidents that may occur.

Continue research to build a legal corridor for virtual currency

Regarding the management of virtual currency and virtual assets, Mr. Pham Hong Son said that the Government has directed the Ministry of Finance to study and clarify the nature and concepts of crypto assets, virtual assets, and virtual currencies. This is really difficult content because crypto assets, virtual assets, and virtual currencies are products of the 4.0 technological revolution, applying advanced technologies, including a variety of products, used for many different purposes. International experience also shows that countries still have different approaches to this activity. This is a new field that requires research on international experience, and the legal framework needs to be carefully considered.

Fiscal and monetary policies are organically and closely related to each other.

Answering reporters' questions about the relationship between financial and monetary policies, Deputy Minister Nguyen Duc Chi said that financial and monetary policies always have an organic and close relationship with each other. Especially in the past 4.5 years, the coordination between these two policies has been increasingly improved and achieved many positive results.
