12/13 resettlement areas under construction for Ring Road 4 project

On January 12, the Supervisory Delegation of the National Assembly Delegation of Hanoi worked with the People's Committee of Me Linh district and relevant agencies on the thematic supervision of "Implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023 in Hanoi city".

Under construction 12 13 residential areas serving the Ring Road 4 project, Thu Do area, image 1 — Deputy Head of the City National Assembly Delegation Pham Thi Thanh Mai gave a speech at the supervision session.

Deputy Director of the Hanoi City Traffic Construction Investment Project Management Board Pham Van Duan said: By the end of 2023, the implementation of the Ring Road 4 - Capital Region investment project in the city has approved and recovered 763.86/791.21 hectares of land (reaching 96.54%).

Localities have basically completed the work of measuring, counting, and confirming the origin of the land. The City Traffic Construction Investment Project Management Board has received 714.15/763.86 hectares (reaching 93.49% of the cleared area). The total number of graves moved is 7,899/9,263 (85.27%).

Regarding resettlement, localities have built 13 resettlement areas with a total area of 32.5 hectares; 12/13 areas are under construction, basically meeting the schedule.

Implementing the parallel road project (urban road), which is a component project of the investment project to build Ring Road 4 - Capital Region, by the end of 2023, the construction output will reach about 8% of the contract value, the total disbursement value will be more than 950 billion VND.

Regarding the investment project to build Ring Road 4 - Capital Region through Me Linh district, Chairman of the District People's Committee Hoang Anh Tuan said: The Secretary of the District Party Committee and Chairman of the District People's Committee directly chaired over 30 meetings and dialogues with people in 5 communes, with over 2,500 people to inform, propagate, listen to opinions and recommendations of the people, create support and consensus; from there, there were no petitions to go beyond the level, no forced land acquisition for the project section through the area.

Compensation, support and resettlement work ensures the progress assigned by the city. It is expected that the resettlement areas of Tan Chau, Noi Dong and Van Khe will all exceed the set progress.

Speaking at the meeting, Me Linh District Party Secretary Nguyen Thanh Liem affirmed: "Although there are difficulties in the implementation process, especially in site clearance, the district is determined and making efforts to implement the project on schedule.

Concluding the supervision session, Deputy Head of the City National Assembly Delegation Pham Thi Thanh Mai highly appreciated the preparation work of Me Linh district and the active and serious participation of all levels and sectors in implementing the Ring Road 4 - Capital Region project through the district.

Ms. Pham Thi Thanh Mai suggested that the district continue to review and evaluate to make recommendations to the Central Government and the city on mechanisms and policies to remove difficulties; at the same time, carefully evaluate lessons learned on all tasks such as funding, time, mass mobilization, etc. to be able to replicate them for other key projects of the city.
