According to the European news portal Euractiv, this unexpected move is surprising and curious because Bulgaria has no formal relations with BRICS and the Revival Party (Vazrazhdane) – with 37 seats out of 240 in the Bulgarian Parliament – has only a modest voice at the local level.
Under the leadership of Russia – which currently holds the rotating BRICS presidency – member countries Brazil, Russia, India, China, South Africa, Iran, Egypt, Ethiopia and the UAE will meet in Moscow to exchange “experience and ideas” and build “effective business communication with entrepreneurs in Russia and other partner countries,” according to the Revival Party’s description of the BRICS Forum on its website.
This will be "an opportunity to build diplomatic relations and develop potential partnerships with all countries of the world," Revival Party leader Kostadin Kostadinov said, speaking about the forum, which will take place in the Russian capital Moscow.

According to the description above, it is likely that Bulgaria's Revival Party is referring to the BRICS International Urban Forum, scheduled to take place on August 27-28 in Moscow.
According to the BRICS 2024 Presidency website, this is one of the major international events discussing urban cooperation and exchanging experiences between BRICS cities and regions ahead of the BRICS Summit in Kazan in October.
The forum's programme includes more than 70 business events and a major exhibition, which "will provide unique opportunities to establish business relationships and find new partners, especially among representatives of small and medium-sized enterprises," the BRICS 2024 Presidency website says.
Regarding the Rivival Party, ahead of the EU Parliament elections in June, a Revival delegation attended a conference of Russian President Vladimir Putin's United Russia party, and after the visit it was announced that the Bulgarian party would become part of the far-right Identity and Democracy (ID) group in the European Parliament (EP).
The Revival party is currently part of the far-right Sovereignists group in the European Parliament (EP) and is said to be similar to the Alternative for Germany (AfD), which was expelled from the Identity and Democracy (ID) group after comments by its leading candidate in the European elections, Maximilian Krah, were deemed "too far right" even for popular French far-right leader Marine Le Pen.
