About 2 weeks ago, drivers who wanted to be inspected at the toll plazas in Dong Nai had to wait in line overnight. Some toll plazas in Hanoi and Ho Chi Minh City also reported being "full", but in general, congestion only occurred locally, and most of the toll plazas were still operating stably below capacity.

The shortage of vehicle inspection personnel needs a more fundamental solution.

Regarding the inspection schedule after the New Year holiday, in addition to some inspection centers in Ho Chi Minh City such as 50-02S (District 11), 50-04V (Cat Lai, Thu Duc City) which continue to be full, most inspection centers still have many vacant seats and can make appointments through the application.

However, it is not known how long this "peace" will last because up to 31 localities are at risk of congestion in vehicle inspections in early 2024. The Ministry of Transport has also just sent an official dispatch to the People's Committee of Dong Nai province on implementing solutions to prevent the risk of congestion in vehicle inspections at the end of 2023 and 2024 in this province. The Ministry of Transport stated: Currently, Dong Nai only has 4/6 inspection centers in operation, with an average capacity of at least 14,400 vehicles/month. Thus, the inspection centers in Dong Nai are unlikely to be able to meet the number of vehicles coming for inspection in April, May, June, July, October, November, and December of 2024. The Ministry of Transport requests the People's Committee of Dong Nai province to direct the Department of Transport and related units to proactively contact other units to requisition human resources and restore the operation of additional inspection lines in 2024.

In addition, according to the Ministry of Transport, a number of vehicle inspection officers have been prosecuted, so in the coming time, Dong Nai is at risk of a large shortage of motor vehicle inspection officers. Therefore, the Ministry recommends that Dong Nai proactively coordinate and report to competent authorities for consideration and appropriate solutions to prevent inspection congestion. "The Provincial People's Committee needs to direct the Department of Transport to coordinate with units to mobilize cadres, workers and employees to work overtime, including on holidays; at the same time, request the inspection centers to be responsible for ensuring the best working conditions as well as policies for employees," according to the official dispatch of the Ministry of Transport.

Regarding this issue, a leader of the Dong Nai Department of Transport said that according to tradition, at the end of the year, the demand for inspection often increases, and from December 2023, a large number of vehicles with an automatic 6-month inspection period (from June 2023) will also be re-inspected. Therefore, in recent days, there has been an overload at some inspection centers. The Department has asked the inspection centers to increase working hours, operating on Saturdays and Sundays to increase the number of vehicles inspected. "In addition, we have also encouraged people to register in advance on the applications before going for inspection, and also check the vehicle in advance to avoid having to come for inspection multiple times due to failure," the leader of the Dong Nai Department of Transport shared.

Need fundamental solution

The story of local vehicle inspection congestion in Dong Nai has raised concerns about the recurrence of queues at the inspection centers like last year. According to statistics and forecasts from the Vietnam Register, in the first quarter of 2024, some localities are at risk of experiencing congestion of vehicles coming for inspection. To avoid long waiting times, the Ministry of Transport has just sent an official dispatch to provinces and cities to prepare solutions to limit vehicle inspection congestion, in which it recommends that people take advantage of going back to their hometowns, going on business trips, traveling, picking up goods, delivering goods in other localities, and can bring their vehicles to any inspection center on the road for inspection.

In addition, localities need to promptly detect and strictly handle organizations and individuals who violate the law related to inspection activities, especially those who take advantage of traffic congestion at the inspection center to carry out profiteering acts such as receiving inspection registration on behalf of others, helping to speed up inspection, buying and selling stamps and inspection certificates...

However, according to the Vietnam Automobile Transport Association, the fundamental solution now is to adjust the inspection fee and increase the income for specialists and inspectors. "The income of inspectors is currently too low, so it is difficult to completely prevent negative behavior and bribery like in the past. It is necessary to increase the income commensurate with the effort of inspectors, only then can we attract dedicated and talented human resources," said Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association.

The leader of a traffic control center in Hanoi also agreed: "To limit the long waiting time for vehicle owners, traffic control center staff must work overtime and increase working hours. If the number of vehicles waiting is larger, the center will write an appointment slip for people to come back the next morning for inspection. However, despite efforts to encourage the traffic control team to work overtime and increase hours, it is currently very difficult to recruit and mobilize personnel. This is the main reason for the shortage of personnel and from there, the traffic congestion situation is unlikely to cool down in the next 1-2 months."

Regarding this issue, the leaders of the Vietnam Register have requested that the Registration Centers proactively contact other localities with excess capacity to requisition and temporarily supplement the Inspection Centers in the area that are lacking in order to restore the operation of additional inspection lines. The Department also requested that the competent authorities consider and differentiate the acts of law violations to create conditions for the Registration Centers that commit minor violations to have the opportunity to correct their mistakes and continue to serve the inspection sector... Regarding the adjustment of inspection fees and increase of income for Registration Centers, the Ministry of Transport is also submitting documents for the relevant ministries and branches to approve and promulgate in the coming time.

According to the Vietnam Register, 31 localities at risk of vehicle inspection congestion at the end of 2023 and the first quarter of 2024 include: Bac Kan, Binh Thuan, Dong Nai, Dong Thap, Ha Giang, Hanoi, Kon Tum, Lam Dong, Thai Binh, Thua Thien-Hue, Ho Chi Minh City, Tra Vinh, Bac Giang, Bac Ninh, Binh Duong, Da Nang, Gia Lai, Ha Tinh, Hung Yen, Nghe An, Quang Ngai, Phu Yen, Quang Nam, Son La, Thai Nguyen, Hai Duong, Dak Lak, Binh Dinh, Can Tho, Hoa Binh and Tuyen Quang.
