Along with that, the conference also had the participation of comrade Vu Duc Nam, member of the Party Executive Committee of the Ministry, Deputy Head of the Standing Committee of the Party Organization Committee of the Ministry of Industry and Trade; comrade Nguyen Khac Tien, member of the Party Executive Committee of the Central Agencies, Deputy Head of the Standing Committee of the Party Organization Committee of the Central Agencies; comrade Le Viet Long, member of the Standing Committee, Deputy Head of the Inspection Committee of the Party Committee of the Ministry of Industry and Trade, Chief Inspector of the Ministry of Industry and Trade.

Speaking at the opening of the conference, Comrade Le An Hai, Standing Deputy Secretary, Chairman of the Inspection Committee of the Party Committee of the Ministry of Industry and Trade, said that, having identified the role, position, and special importance of the Party Congresses at all levels for the 2025-2030 term, the Party Committee of the Ministry of Industry and Trade promptly led, directed, issued plans, and provided implementation instructions. In particular, training on professional skills for organizing Party Congresses at all levels in the Party Committee is one of the key tasks to help Party committees at all levels prepare well to lead and direct the successful organization of the congress in the context of many units being streamlined and rearranged in organization and apparatus.

Also at the conference, comrade Nguyen Khac Tien, member of the Party Executive Committee of the Bloc, Deputy Head of the Standing Committee of the Party Organization Committee of the Bloc of Central Agencies presented the topic "Some basic contents of professional work in organizing party congresses at all levels in the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term; instructions on concluding political standards for personnel in the planning of Party committees to serve party congresses at all levels.

Typically, regarding the preparation work before the Congress, the work of reviewing and supplementing the planning to prepare the Party Committee's personnel is implemented according to Regulation No. 50-QD/TW of the Politburo. Note that the supplementation and consolidation of the Party Committee can only be carried out 3 months after the cadres have been planned.

Establish subcommittees to prepare for the congress, including: Congress Steering Committee, Documents Subcommittee, Personnel Subcommittee, Propaganda Subcommittee, Congress Organization Subcommittee, including the composition, structure, and number of subcommittees. The establishment of the Congress Steering Committee and subcommittees in the Party Committees directly under the Party Committee of the Bloc is decided by the Party Committees directly under the Party Committee of the Bloc. The Party Committees directly under the Party Committee of the Bloc are responsible for guiding the lower-level Party Committees to implement in accordance with the specific situation.

Party congresses at all levels carry out the following four contents: Summarizing the implementation of the Party Congress Resolution for the 2020-2025 term and determining the directions, goals, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents of the 14th National Party Congress and documents of the directly superior Party Congress, electing the Party Executive Committee for the 2025-2030 term; electing the delegation to attend the superior Party Congress.

Regarding document preparation, the documents of the Party Committee submitted to the congress include the following main documents: The political report of the Party Committee and Party cell is the central report, playing a guiding role for other documents.

Review report of the Party Committee, assessment of the results of the Party Committee's leadership and direction on the following contents: implementation of working regulations, full-term and annual work programs of the Party Committee; implementation of resolutions and conclusions of the 4th Central Conference of the 11th, 12th and 13th terms associated with studying and following Ho Chi Minh's ideology, morality and lifestyle; implementation of regulations on what Party members are not allowed to do and regulations on setting examples for cadres and Party members, especially leaders; causes and responsibilities of collectives and individuals; plans, roadmaps and effective measures to correct and overcome in the coming term.

Pay attention to the drafting and contribution of opinions to documents: Party committees at all levels need to prepare well and have a plan to collect opinions from Party committees, affiliated Party organizations, civil servants, and workers; provide specific instructions on organizing discussions and contributing opinions to draft documents of the congresses of directly superior Party committees and draft documents of the 14th National Party Congress.
