Because the two spillways in Xieng Thu village, Chieu Luu commune and Xop Thap village, Huu Lap commune (Ky Son) are low, every time it rains heavily, the water rises and cuts off the two routes to the center of Bao Nam and Bao Thang communes for many hours. To ensure the safety of people and vehicles traveling on the route, every time it rains heavily, the functional forces of the two communes have organized barriers, warnings, guarding traffic, and deployed many measures to support people and vehicles crossing the spillways.

As a mountainous district with complex terrain, currently, in the 21 communes and towns of Ky Son district, there are many spillways, most of which are traffic spillways, frequently used by people. Notably, many spillways were built a long time ago, so they are degraded and unsafe. During the rainy season, water from upstream rivers and streams flows in large volumes, causing the water level at the spillways to rise rapidly, causing deep flooding and rapid flow, posing a high risk of insecurity for people and vehicles when traveling through these locations.
In the district, there are a number of combined spillways that may experience water surges during heavy rains, causing localized flooding, making it difficult for people and vehicles to pass through, such as: Ban Ba spillway (on the route from Ban Ba to Ban Dinh Son 1, Dinh Son 2, Huu Kiem commune), Luu Hoa spillway (on the route from Ban Xieng Thu, Chieu Luu commune to Bao Thang commune), Xop Thap spillway (on the route from Huu Lap to Bao Nam), and Hoa Son bridge (on the route from Muong Xen to Tay Son).
Ms. Mua Thi Giang - a resident of Tay Son commune, Ky Son district said: Traveling on the roads from Muong Xen - Tay Son during the flood season is very scary, because soil and rocks can fall at any time, sometimes when it rains and floods, the stream water rises very quickly, people have to wait for the water to recede before daring to cross the spillways.

Comrade Vi Van Son - Deputy Head of the Economic - Infrastructure Department of Ky Son district said: Ensuring safety for people when traveling through this area during the rainy and flood season is always a special concern of authorities at all levels in Ky Son district. To ensure safety in the spillway area, the district's temporary plan is to dig and remove soil and rocks at the spillway points before and after the floods. For complicated spillway locations, machinery is mobilized to dig and remove to ensure drainage.
The district calls on organizations, individuals, and businesses to sponsor and invest in building a number of steel truss bridges parallel to the spillway bridges at these locations to serve people's travel during floods. Previously, the district also built many steel truss bridges to overcome floods at some spillways, which were effective. In the long term, it is necessary to invest in building rigid bridges to ensure that there is no flooding during the rainy season.

In the mountainous district of Que Phong, for many years now, more than 14 km of road passing through 3 southwestern communes of the district, Chau Thon, Quang Phong, and Cam Muon, has been frequently blocked at 3 underground and overflow points when there is heavy rain. However, since 2019, this road section has not been maintained or repaired.
Chairman of Cam Muon Commune People's Committee (Que Phong) Lo Thanh Tung said: During the rainy season, the culverts and spillways are often submerged in water. To ensure the safety of the people and minimize any unfortunate damage that may occur, in addition to strengthening propaganda and reminding people to be careful when traveling during heavy rains, the commune proactively arranges forces to be on duty at these locations to regulate traffic and be ready to respond to all situations. The worrying thing in ensuring safety through culverts and spillways during the rainy season is the subjective and negligent mentality of some people.

Comrade Bui Van Hien - Vice Chairman of Que Phong District People's Committee added: In the face of the above situation, to proactively prevent and combat natural disasters in 2023, Que Phong District People's Committee has directed functional forces to urgently install warning signs and barriers at both ends of all culverts in the area; establish shock troops in communes and towns, arrange forces to be on duty, ensure safety of culverts and culverts across roads; effectively implement the "4 on-site" motto. At the same time, the Department of Economy - Infrastructure, the Department of Agriculture and Rural Development of the district is required to coordinate with relevant units to clear all drainage channels, ensure ventilation, and avoid flooding when there is heavy rain.
There are currently many culverts and spillways across rivers and streams in the province. In recent years, during the rainy and stormy season, there have been a number of cases where people have encountered accidents while trying to cross culverts and spillways. Therefore, it is very important that localities seriously implement plans to ensure safety at culverts and spillways, to prevent unfortunate accidents from happening...
Statistics from localities and road management units show that before this year's flood season, on many mountainous roads in Nghe An province such as Provincial Roads 543D, 541, 542, National Highway 16 passing through Tuong Duong and Ky Son districts and National Highways 48, 48D, 48E passing through Que Phong, Quy Chau and Nghia Dan districts, there were many underground points and overflow areas that were eroded and collapsed, affecting trade and socio-economic development of local people.

To be proactive in all natural disaster situations caused by prolonged heavy rain, the Provincial People's Committee has requested departments, branches, People's Committees of districts and cities, and the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue to closely monitor developments of heavy rain, floods, and flash floods.
In particular, pay attention to locations at risk of landslides, promptly and fully inform authorities and people to proactively prevent, respond, and minimize damage; prepare forces to control and guide traffic, especially through culverts, spillways, deep flooded areas, and fast-flowing water. At the same time, proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
This year's flood season is forecasted to be complicated. Although the road units have prepared plans to ensure traffic safety for underground areas, weak spillways, and areas at risk of landslides during the rainy season, localities need to issue warnings so that people can proactively prevent and minimize damage when natural disasters occur.
