In particular, the irrigation reservoir project at Dak N'ting hamlet, Quang Son commune, Dak Glong district is at high risk of breaking, so Deputy Minister Nguyen Hoang Hiep requested Dak Nong province to have a plan within 15 days and declare a state of emergency.
According to experts in the Working Group, the landslide incident at Dak N'ting irrigation reservoir was mainly caused by prolonged heavy rains causing water accumulation leading to landslides, in addition to the impact of excavation and embankment at the foot of the project's embankment, causing the soil to soften and leading to subsidence; the locality needs to calculate and immediately implement solutions to lower the water level in Dak N'ting reservoir.
The members of the working group also requested Dak Nong to focus on implementing solutions to ensure the safety of reservoirs and dams, in the context that most reservoirs and irrigation dams have stored 70-80% of water; requested the province to focus on natural disaster prevention for 9 reservoirs and irrigation dams under construction. For Dak N'ting reservoir, the province needs to declare a state of emergency due to natural disasters to deploy response solutions more suitable to actual conditions.
Mr. Nguyen Van Tien, Deputy Chief of the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control, noted that Dak Nong province must give top priority to ensuring people's safety. In the context of complicated and unpredictable flood and rain situations, the province needs to put up more signs and warnings of danger so that people can proactively prevent and avoid them, especially at schools and densely populated areas.
After the on-site inspection, Deputy Minister Nguyen Hoang Hiep and the working delegation had a working session and discussed with the leaders of Dak Nong Provincial People's Committee and related departments, units and localities. At the meeting, Minister Nguyen Hoang Hiep highly appreciated Dak Nong's initiative in the province's natural disaster prevention work.
Deputy Minister Nguyen Hoang Hiep noted that after a severe drought in the dry season, the rainfall in July 2023 in Dak Nong was nearly double that of the same period in 2022 and about 1.5 times that of the same period in 2021. This is a major challenge for natural disaster prevention and control work, and it is expected that from now until the end of the year, the weather will have many unusual and unpredictable developments.
Regarding the landslide incident at Dak N'ting reservoir, Deputy Minister Nguyen Hoang Hiep requested Dak Nong to consider and promptly implement solutions to ensure dam safety as well as carefully develop response scenarios in case of dam failure; requested the province to promptly implement these contents within 15 days because this is a must-do task.
According to Mr. Tran Nam Thuan, Chairman of Dak Glong District People's Committee, the Dak N'Ting irrigation reservoir project has a total investment of nearly 137 billion VND, a capacity of more than 1.2 million m3 of water, serving irrigation for nearly 700 hectares of crops in Quang Son commune. To ensure safety, the commune government has blocked the entrances and exits to the Dak N'Ting irrigation dam and evacuated 34 households in the risk area. According to calculations, if the dam breaks, the water level in the downstream area will rise about 2 m, so we are reviewing to evacuate 140 more households in Dak N'Ting.
“Currently, the locality has evacuated people from the dangerous area downstream and put up warning signs for people to return to areas at risk of landslides. The district has assigned staff to be on duty 24/7 to warn and monitor developments around the reservoir area,” Mr. Thuan shared.
