Always welcome Japanese investors

Japan is Vietnam’s leading and long-term strategic partner. In recent times, Dak Lak has taken advantage of the opportunity to promote cooperation with localities in the Land of the Rising Sun.

The province currently has 2 Japanese FDI projects. Most recently, on May 7, 2023, within the framework of the visit to Vietnam of the Japan - Vietnam Friendship Parliamentarians' Union Delegation, the Dak Lak Department of Foreign Affairs and the People's Committee of Krong Nang district had a working session with the Department of Agriculture of Yamanashi province, Japan in Hanoi. Through the discussion, the Japanese local side requested the Department of Foreign Affairs and the People's Committee of Krong Nang district to continue to closely coordinate to develop a cooperation program, and at the same time, proactively propose to the Governor of Yamanashi province for the policy and direction of cooperation in the coming time to achieve the set goals.

Regarding official development assistance (ODA), the Japan International Cooperation Agency (JICA) has funded Dak Lak province to implement 21 programs and projects under the JICA SPL specialized credit programs with a total capital of about 24.2 million USD, focusing on the fields of electricity, roads, water supply and irrigation.

Regarding non-governmental organization (NGO) capital, since 2001, Dak Lak has received 22 aid packages from 3 Japanese sponsors with a total value of more than 1.6 million USD.

In the period of 2020-2021, Dak Lak province has 6 enterprises exporting to the Japanese market. The province also has a Friendship Association.

Vietnam - Japan always maintains relations with Japanese diplomatic missions in Vietnam; Japanese businesses, organizations, individuals and sponsors.

With the achieved results, in the future, Dak Lak province wishes to continue expanding cooperation and attracting FDI flows from Japanese localities. The province aims to focus resources on two projects in the National List of projects calling for foreign investment in the period 2021-2025 approved by the Prime Minister: Agricultural product processing factory, with a total investment of 7 million USD; Mechanical manufacturing factory serving agricultural production, with a total investment of 22 million USD and other related projects.

Dak Lak also encourages FDI enterprises to “pour capital” into green, sustainable agriculture and apply science and technology to production, gradually increasing the value of agricultural products according to the circular economic chain in agriculture. The province also focuses on attracting investment in industrial development towards green industry, renewable energy, urban development and eco-tourism and resort areas.

現在省内で日本からの外国直接投資（FDI）案件が２件あります。最も新しいのが山梨県の案件で、2023年5月7日、日越友好議員連盟代表団が訪越した際、ダクラク省外務局と同省クロンナン県人民委員会は、ハノイにおいて日本の山梨県農林水産部と協議を行いました。この協議の中で、日本側がダクラク省外務局と同省クロンナン県人民委員会に対して緊密な協力を求めたのに対して、ベトナム側は、近いうちに今後の効果的な協力プログラムを山梨県知事に提示する用意があることを回答しました。

政府開発援助（ODA）に関しては、日本国際協力機構（JICA）はダクラク省に対してセクター・プログラム・ローン (SPL)円借款プログラムの中から約2,420万米ドルを電力、道路、水供給、水利といった分野の計21のプログラムとプロジェクトに供与しました。

非政府組織 (NGO) 22件の支援を受けましたが、その支援総額は約160万米ドルに達しています。

2020年から2021年にかけて、ダクラク省内には日本市場に輸出する企業が６社ありました。また、越日本友好協会を通じて、ダクラク省は、ベトナム国内に拠点を置く日本の在外公館、日系企業、各種団体、個人に加え、日本国内に拠点を置く各企業、各種団体、個人、支援者の皆様とも友好関係を維持しております。

これまでの成果を踏まえ、ダクラク省は引き続き日本各地からの外国直接投資（FDI）の誘致に努めるとともに、協力関係の拡大に努めていく所存です。ダクラク省は、20 21年から2025年までの間、外国投資を促進するための国家プロジェクト・リストに含まれる２つの案件、すなわち、投資規模700万米ドルの農産物加工工場プロジェクトと投資規模2,200万米ドルの農業機械製造工場プロジェクト（関連プロジェクトを含む）に注力していく所存です。

また、ダクラク省は外資系企業に対して環境にやさしく持続可能な「グリーン・アプローチ」を取り入れることを奨励しています。このアプローチには、科学技術やイノベーションを通して農産物の価値を段階的に向上させる方法や農業経済循環を活性化させる方法が含まれます。同時に、ダクラク省はグリーン・インダストリー、再生可能エネルギー、都市開発、エコツーリズムといった分野での投資を強化することで持続可能な産業発展の実現を目指しています。
