This morning, August 9, the Vietnam Fatherland Front Committee of Quang Tri province solemnly held the 13th Congress of Delegates of the Vietnam Fatherland Front of Quang Tri province, term 2024 - 2029.

Achieved and exceeded 6/6 targets

In the 2019 - 2024 term, under the leadership and direction of Party committees at all levels and the high determination of the entire political system, the Vietnam Fatherland Front at all levels coordinated with member organizations in the province to achieve and exceed 6/6 targets set by the Resolution of the Provincial Congress of Vietnam Fatherland Front Delegates, contributing to the successful implementation of the tasks of socio-economic development, national defense and security of the province.

The Fatherland Front at all levels in the province has done a good job of propagating and mobilizing voters to enthusiastically vote for the XV National Assembly and People's Councils at all levels for the 2021-2026 term in the context of complicated pandemic developments with a voter turnout rate of 99.77%. The Fatherland Front at all levels has coordinated well in organizing meetings with voters of the National Assembly and People's Councils at all levels, synthesizing thousands of opinions to send to the National Assembly and People's Councils at all levels for consideration and resolution according to their authority.

Every year, the “Great Unity Day” is organized with the participation of 100% of residential areas. The work of supervision, social criticism, and giving opinions on Party and State building has been effectively implemented. The Fatherland Front at all levels has chaired and coordinated the implementation of 224 thematic supervisions; the Vietnam Fatherland Front Committee of the province organized 5 criticism conferences, contributing opinions to 38 draft laws, more than 400 draft legal documents, projects, and proposals from the central to local levels.

The People's Inspection Committee has presided over the supervision of 877 cases, detected and recommended to the government and competent agencies to consider and resolve 170 cases. The community investment supervision committees have monitored 2,690 cases, detected and recommended to the levels and sectors to handle 224/244 cases.

During the term, the Fatherland Front at all levels has synthesized and proposed 205 issues related to the legitimate rights and interests of the People to the National Assembly sessions; participated in 155 opinions and proposals to the Provincial People's Council sessions; more than 4,000 proposals to the District and Commune People's Councils in various fields...

Along with that, the emulation movement "The whole country joins hands for the poor - No one is left behind" and the campaign "The whole people unite to build new rural areas and civilized urban areas" were effectively implemented with many good and creative ways, suitable to the specific conditions of the locality. The Vietnam Fatherland Front Committee of the province mobilized nearly 170 billion VND to support the "For the Poor" Fund, supporting the repair and construction of 2,640 solidarity houses for poor households with an amount of nearly 120 billion VND.

In particular, Quang Tri is the pioneer province in mobilizing resources to support housing construction for poor households through the Project of coordination between the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee with the goal of basically eliminating temporary and dilapidated houses for poor households by 2025. From June 2023 to present, it has supported the construction of 1,398 houses for poor households with a total cost of 82.7 billion VND.

In order to better perform tasks in the coming time, the congress set out 5 general goals and 2 breakthroughs.

In which, the 5 goals include: Striving to promote the core political role of the Vietnam Fatherland Front; strengthening social consensus; arousing the tradition of patriotism, national pride, belief, and aspiration to develop the homeland and country to become increasingly rich, glorious, civilized, and happy. Promoting the responsibility of the Vietnam Fatherland Front at all levels in building the great national unity bloc; promoting creative labor emulation, promoting all potentials and resources among the people, creating new momentum for rapid and sustainable development.

Promote democracy practice, perform well the task of representing and protecting the legitimate and legal rights and interests of the People; improve the quality of social supervision and criticism activities; proactively and actively participate in Party and State building, prevent and combat corruption, waste, and negativity, contributing to ensuring national defense and security in the locality.

Building and consolidating the Fatherland Front system to meet the requirements of tasks in the new situation; innovating the content and methods of operation; strongly promoting the role and responsibility of member organizations and advisory councils to meet the requirements of tasks in the new period. Actively and effectively contributing to the goal of building Quang Tri into a province with a fairly developed level by 2030.

2 breakthroughs include: Breakthrough in enhancing the core political role at the grassroots level of the Vietnam Fatherland Front and socio-political organizations. Breakthrough in improving the quality of social supervision and criticism activities of the Vietnam Fatherland Front and socio-political organizations; promoting digital applications to serve the propaganda and mobilization work of the Vietnam Fatherland Front at all levels in the province.

Strongly arouse patriotism, self-reliance and self-improvement

Speaking at the direction, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung commended and congratulated the achievements of the fronts at all levels in the province in recent times.

Request the new Provincial Vietnam Fatherland Front Committee to continue to closely follow the Party's viewpoints and policies, promote the tradition and strength of great national unity, strongly arouse the spirit of patriotism, self-reliance, and comprehensive construction and development of Quang Tri.

The Vietnam Fatherland Front of the province needs to clearly define its tasks to contribute with the entire political system to achieve the goal that by 2030, Quang Tri will reach a development level among the group of fairly developed provinces in the country, with a basic economic structure of an industrial - service province, one of the comprehensive economic centers of the North Central and Central Coast regions; have a strong economy by 2050.

Better perform the role of gathering and listening to people's opinions, promoting people's mastery. Periodically organize dialogue activities, listen to and absorb opinions, coordinate with the government to promptly resolve difficulties, problems and legitimate requests of the people.

Improve the substance of social supervision and criticism; do a good job of contributing ideas to Party and State building; actively participate in preventing corruption and negativity.

In the coming term, the Fatherland Front at all levels in the province needs to promote the application of information technology to propagate and mobilize people to strongly promote positivity, self-reliance and self-reliance in implementing patriotic emulation movements and campaigns towards building each community that is truly cultured, clean, healthy and progressive.

Focus on taking good care of social security. Protect, preserve and promote traditional cultural values ​​and good local customs and practices. Timely commend and honor exemplary models, new factors, and advanced models emerging from movements. Focus on training, fostering and training staff.

Improve the quality of emulation movements and campaigns

Speaking at the congress, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Tri Province Le Quang Tung emphasized that the issues that need to be paid attention to by the congress are: "Proactiveness - Creativity - Efficiency" in movements must be more specific, clearer and more effective; the issue of "administrativeization" of activities of the Vietnam Fatherland Front and socio-political organizations also needs to be clearly identified and adjusted accordingly.

To contribute to the successful implementation of the goal of “Rich people, strong country, democracy, fairness, civilization”, with the role of a bridge between the People and the Party, the Provincial Party Secretary, Head of the Provincial National Assembly Delegation proposed that in the coming term, the Fatherland Front at all levels and its member organizations promote the strength of the great national unity bloc, propagate and mobilize the People to raise their vigilance against the “peaceful evolution” plot of hostile forces. Coordinate with specialized agencies to focus on propaganda, mobilization, and persuasion to raise awareness among cadres, members, union members and people of all walks of life, contributing to firmly protecting the Party's ideological foundation.

Continue to improve the quality of emulation movements and campaigns, build a focus on coordination programs and unify actions among member organizations. Step up propaganda and mobilize people to effectively implement the Party's guidelines and policies, the State's policies and laws, focusing on implementing Resolution No. 43-NQ/TW, dated November 24, 2023 on "Continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy"; Law on Implementing Democracy at the Grassroots Level.

Play a good role in presiding over consultation, assigning tasks, and coordinating with member organizations in performing tasks; gather and promote the strength of national solidarity; promote the role of typical individuals, prestigious people in the community, the role of village elders, village chiefs, dignitaries, religious officials... to propagate and mobilize.

Strengthening adherence to the grassroots, focusing on resolving the relationship of interests between classes and strata of people; harmoniously combining personal interests, collective interests and the interests of the whole society; doing well in ethnic and religious work, organizing the national great unity festival to ensure practicality and meaning, which is a beautiful tradition of the nation.

Promote social security work; mobilize and effectively coordinate the "For the Poor" Fund, especially for ethnic minorities in remote, isolated, extremely disadvantaged areas, and areas with religious followers; continue to complete housing projects for poor households and households in difficult circumstances in the province.

To effectively perform its role as a representative to protect the legitimate and legal rights and interests of the People, in the coming time, the Front needs to improve the effectiveness of social supervision and criticism. Closely follow the resolutions of congresses, action programs of Party committees, resolutions of People's Councils at all levels, issues of concern to union members, association members and the People to develop programs and plans for social supervision and criticism, participate in giving opinions on Party building, government building, and actively participate in the fight against corruption and waste.

Mobilize maximum experts to seek feedback and contribute opinions on documents, perfecting the Party and State's policies and guidelines to suit the legitimate and legal rights and interests of the People.

Focus on innovating the content and methods of operation to meet the requirements and tasks in the new situation. Diversify the forms of mass mobilization. Consolidate and perfect the organizational apparatus in accordance with the functions and tasks in the direction of streamlining and effective operation; pay attention to training, fostering and improving the quality of the Front's staff with sufficient qualities, capacity and prestige to meet the requirements of the tasks.

Continue to promote the role of front working committees, people's inspection committees, and community investment supervision committees to inspect and supervise programs and projects that people directly benefit from, contributing to limiting negativity and corruption at the grassroots level...
