The Congress elected the Executive Committee for the 2023-2028 term, consisting of 35 comrades. Mr. Ngo Duy Hieu was re-elected as Chairman of the Vietnam Civil Servants' Trade Union for the 2023-2028 term.
The congress was attended by 300 official delegates, representing the will and aspirations of nearly 85,000 union members, officials, civil servants, public employees, and workers under the Vietnam Civil Servants' Trade Union.
The Congress was honored to receive congratulatory flower baskets from comrades: General Secretary Nguyen Phu Trong; President Vo Van Thuong; Prime Minister Pham Minh Chinh and National Assembly Chairman Vuong Dinh Hue.
Member of the Politburo, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang attended and spoke at the Congress.
Decide on important issues of trade union activities
Speaking at the opening of the congress, Vice President of the Vietnam General Confederation of Labor, President of the Vietnam Civil Servants' Trade Union Ngo Duy Hieu commented: This is an important political forum, a great festival for cadres, union members and workers of the Vietnam Civil Servants' Trade Union.
The Congress takes place at a time when our entire Party, people and army are striving, seizing opportunities and advantages, overcoming all difficulties and challenges, and determined to successfully implement the Resolution of the 13th National Party Congress and Resolution No. 02 of the Politburo on innovation of the organization and operation of the Vietnam Trade Union in the new situation.
The 6th Congress of the Vietnam Civil Servants' Trade Union decides on important issues of trade union activities and the movement of cadres, civil servants, public employees and workers in the next 5 years. This is an important political forum, a great festival for cadres, union members and workers of the Vietnam Civil Servants' Trade Union.

The Congress takes place at a time when our entire Party, people and army are striving, seizing opportunities and advantages, overcoming all difficulties and challenges, and determined to successfully implement the Resolution of the 13th National Party Congress and Resolution No. 02 of the Politburo on innovation of the organization and operation of the Vietnam Trade Union in the new situation.
Accordingly, in the draft political report, the Congress set out the goals, tasks and solutions for the 2023-2028 term, focusing on innovating the content and methods of trade union activities in a modern, practical and attractive direction. Promoting patriotic emulation movements and campaigns, contributing to building strong agencies and units, and a prosperous and happy country.
The Congress also set out 12 targets to strive for each year and the entire term, including: Striving to develop 1,000 new union members; At least 90% of enterprises and units with trade union organizations are qualified to represent, negotiate, and sign collective labor agreements according to the provisions of law;
At least 90% of union members' cases requiring labor dispute resolution at the Court will have union representatives participating or receiving support from the union; At least 70% of union members and workers will participate in training and improve their professional skills; 90% of female civil servants, public employees, and workers will achieve the title "Good at public work, good at home".
Regarding the annual implementation targets, the Vietnam Civil Servants' Trade Union strives for 100% of union members and workers to be propagandized, disseminated, studied, thoroughly grasped, and receive information on the Party's policies, guidelines, and resolutions; State policies and laws related to civil servants, public employees, and trade unions; and to strictly comply with the internal rules, regulations, and provisions of the agency or unit.

100% of grassroots trade unions in administrative, public service sectors, state-owned enterprises, and at least 100% of grassroots trade unions in non-state-owned enterprises participate with employers in promulgating and implementing grassroots democracy regulations; 100% of full-time trade union officials, grassroots trade union chairmen and above, and 90% of part-time trade union officials are trained, fostered, and instructed in trade union work.
To achieve the above goal, the Congress proposed 3 breakthroughs and 8 groups of tasks and solutions to implement: Building a team of union officials at all levels, focusing on grassroots union presidents with courage, skills, enthusiasm, responsibility, creativity, meeting the requirements of the task; Coordinating with leaders of agencies, units, and enterprises to improve the quality of human resources; Promoting digital transformation in the activities of agencies and units, focusing on digital transformation in union activities.
Continue to care for workers' lives
Speaking at the Congress, Mr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, highly appreciated the achievements of the Vietnam Civil Servants' Trade Union in recent times, and affirmed the role of the civil servant trade union force in advising policies for Party and State agencies.

The Vietnam Civil Servants' Trade Union has encouraged cadres to overcome all difficulties and challenges, promote a sense of responsibility and creativity in work, and prevent the Covid-19 pandemic. Civil Servants' Trade Unions nationwide participate in administrative procedure reform, digital transformation, and improve national competitiveness.
“In the coming time, in addition to participating in the development of legal policies, union officials need to “incarnate” into workers’ activities and care for their lives. In addition, we need to train and build a more professional team of union officials; at the same time, we also need to improve the team of union leaders,” said Mr. Nguyen Xuan Thang.
Mr. Nguyen Dinh Khang, Chairman of the Vietnam General Confederation of Labor, also affirmed that the Vietnam Civil Servants' Trade Union must always be at the forefront of digital transformation; organizing many competitions to create changes in the activities of the Vietnam Civil Servants' Trade Union.
On this occasion, the Vietnam Civil Servants' Trade Union also awarded the "Dedication" prize to individuals who are party committees and union officials who have made many contributions to the activities of the Vietnam Civil Servants' Trade Union during the past term.

At the First Conference of the Executive Committee of the Vietnam Civil Servants' Trade Union, term VI, 2023-2028, the Executive Committee elected Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor, President of the Vietnam Civil Servants' Trade Union for the term 2018-2023, re-elected as President of the Vietnam Civil Servants' Trade Union for the term 2023-2028.

Activities to care for the material and spiritual life, visit and encourage union members and workers are increasingly practical, especially during the Covid-19 pandemic, thereby helping union members feel secure in their work, overcome difficulties and complete their tasks. Cultural movements and mass activities are increasingly diverse, contributing to strengthening union members' cohesion. In addition, the trade union activities of the Ministry of Foreign Affairs have been practically oriented towards the community, notably actively responding to the program to support flood relief, supporting the Covid-19 Prevention Fund, computer programs for students, the Vietnam Children's Support Fund, showing gratitude to martyrs, war invalids, and supporting Vietnamese Heroic Mothers in Quang Ngai, Bac Giang, Thai Binh, Ha Nam, etc. Through these meaningful humanitarian activities, we have contributed to widely educating the nation's fine traditions of mutual love and gratitude to union members and youth of the Ministry of Foreign Affairs. On August 11, 2023, the Ministry's Trade Union successfully organized the 29th Congress of the Ministry of Foreign Affairs Trade Union for the 2023-2028 term. The Congress elected the 29th Executive Committee of the Trade Union, consisting of 15 comrades. At the same time, the Congress also elected 7 official delegates to attend the 6th Congress of the Vietnam Civil Servants' Trade Union. |
