This morning, June 4, the National Assembly questioned Minister of Natural Resources and Environment Dang Quoc Khanh. National Assembly Delegate Ho Thi Minh, Deputy Head of the Provincial Ethnic Minorities Committee, participated in the questioning.

National Assembly deputies questioned Minister of Natural Resources and Environment Dang Quoc Khanh on a range of issues in the field of natural resources and environment, including the management, exploitation and protection of national marine resources; the implementation of policies and laws on water security; solutions to prevent and combat drought, saltwater intrusion, water shortage, depletion and pollution; and solutions to research, explore, exploit and use mineral resources as construction materials and rare resources and minerals.

Deputy Prime Minister Tran Hong Ha and the ministers of Planning and Investment, Finance, Agriculture and Rural Development, Construction, and Transport also participated in answering questions and explaining related issues.

Participating in the question and answer session, National Assembly delegate Ho Thi Minh questioned the Minister of Natural Resources and Environment. The delegate said that the current regulations on auctioning mineral exploitation rights have many inappropriate points, are still overlapping, and take a lot of time; the guiding regulations on resource tax and export tax have not attracted and encouraged investment in capital, technology, and advanced and modern equipment for exploitation, processing, recovery, and comprehensive use to save mineral resources, create quality products, and contribute to socio-economic development. Given this situation, what solutions does the Minister have to solve the problems mentioned above?

Responding to the question of delegate Ho Thi Minh about the current issue of mineral resource exploitation auctions, Minister of Natural Resources and Environment Dang Quoc Khanh affirmed that our current viewpoint is to increase exploitation auctions and try to maximize budget revenue from the use of mineral resources.

To solve this problem, the Ministry of Natural Resources and Environment has recently assessed the shortcomings in the auction of mineral exploitation rights; the contents are stipulated in the 2010 Mineral Law and the shortcomings are assessed for impact.

Currently, the Draft Law on Geology and Minerals has been submitted to the National Assembly, which stipulates more clearly the auction of exploitation rights: rights, criteria, levels... to ensure transparency in the auction of exploitation rights, trying to collect maximum budget resources; in which the requirements and criteria from the Law will be specifically guided by Decrees; at the same time, the Ministry will also synthesize and evaluate the 14-year implementation process of the 2010 Mineral Law for the National Assembly to discuss and give comments, ensuring that the auction of mineral exploitation rights will be more transparent and appropriate in the coming time.

This afternoon, the National Assembly continued to have a questioning session on the second group of issues in the field of industry and trade.
