Within the framework of the 9th Global Conference of Young Parliamentarians hosted by the National Assembly of Vietnam in Hanoi, the Central Committee of the Ho Chi Minh Communist Youth Union organized a seminar on “Enhancing digital capacity for youth”. Delegates attending the seminar all agreed that this was a valuable opportunity for young parliamentarians from around the world, experts in the field of digital transformation and Vietnamese youth to share issues of common concern.

Sharing on the sidelines related to the topic of the Discussion, delegate Trinh Thi Tu Anh - National Assembly Delegation of Lam Dong province said that in order to enhance digital capacity for young people, it is necessary to enhance the awareness of young people related to digital transformation as well as innovation. Because as National Assembly Chairman Vuong Dinh Hue once affirmed: digital transformation, enhancing digital capacity does not only change in terms of technology but also changes in awareness. Therefore, to help young people have a deeper understanding of the role, position, and significance of digital transformation for the development of the country as well as the responsibility of young people in the digital transformation process.

Along with that, it is necessary to pay attention to investing in implementation resources to improve digital capacity for young people, in which it is necessary to focus on high-quality human resources, ensure financial resources, and build infrastructure; At the same time, it is necessary to pay attention to implementing the Program to improve digital capacity for young people, focusing on monitoring implementation to ensure quality.

Regarding the role of young parliamentarians in enhancing digital capacity for young people, delegate Trinh Thi Tu Anh affirmed that National Assembly deputies in general and young National Assembly deputies in particular represent the thoughts and aspirations of voters and people through legislative activities, supervision and decision-making on important issues of the country. In recent times, National Assembly deputies have played an important role in enhancing digital capacity for young people, such as contributing ideas to build and perfect the legal corridor, perfecting mechanisms, policies, specific mechanisms, and incentives to enhance digital capacity for young people through the following laws: Electronic Transactions, Law on Radio Frequencies, etc. These are important documents to promote the country's digital transformation in the coming period.

In addition, National Assembly deputies also participated in monitoring the implementation and enhancement of digital capacity for youth in a fair and transparent manner; National Assembly deputies also participated in deciding major policies on digital transformation for youth. Delegate Trinh Thi Tu Anh hoped that through the discussion, issues on enhancing digital capacity for youth would be raised, exchanged, discussed enthusiastically, learned from, and shared experiences with each other to have more suitable solutions for the coming period.

Sharing the same view with delegate Trinh Thi Tu Anh, Mr. Nguyen Quang Long, Secretary of the Youth Union of Vietnam Posts and Telecommunications Group, attending the Seminar, expressed his opinion that improving digital capacity for young people is very necessary, because digital transformation is a process of transformation in thinking, awareness and action. In recent times, Vietnam Posts and Telecommunications has had many activities to support provincial/municipal Youth Unions in training to raise awareness of digital transformation for Youth Union members and providing and building software and applications to support digital transformation work in the area: document management and operation system, set of criteria for scoring Youth Union work, digitization of historical relics, etc.

In response to the impact of the Covid-19 pandemic, Vietnam Posts and Telecommunications Group also supported 37,000 tablets with data sims for the "Wave and Computer for Children" program launched by the Ministry of Information and Communications to support disadvantaged students with online learning devices. In addition, we also donated computer classrooms and free internet access points in localities across the country so that students and people can access the digital environment more conveniently.

Strengthening digital literacy for students in universities.

At the Seminar, speakers and delegates exchanged and discussed many contents related to the digital transformation process of Vietnam as well as other countries in the world; especially the role of youth in promoting digital transformation and applying information technology and digital technology in all areas of life. Delegates also proposed many important solutions to improve digital capacity for young people; shared the risks and challenges that young people face when approaching current advances in digital technology.

Some opinions at the Seminar said that it is necessary to focus on enhancing digital capacity for students at universities. Dr. Truong Thanh Tung, Head of the New Drug Research Group, Faculty of Pharmacy, Phenikaa University, expressed his opinion that in order to improve digital skills for students in the "right direction", it is necessary to apply training management technologies from high school levels, equip them with knowledge, skills and ensure safety in the digital space. The Youth Union or Student Association should take the lead in supporting these activities by organizing skills training classes for young people...

Vu Thi Ngoc, President of the Student Association of the Academy of Finance, also affirmed that the educational environment is an ideal and prestigious environment to provide information and orientation on digital capacity for youth union members. Schools have a role in training digital knowledge and skills to improve digital capacity for youth union members. Schools play a very important role in creating experiences related to digital technology.

Schools are not only places to provide useful and positive information and knowledge to young union members, but also serve as a source of advice and support for young union members to solve problems arising from negative impacts caused by digital transformation, such as social network addiction, cyber violence, verbal violence, being lured into participating in illegal activities through social networks, etc.

“Schools play a very important role in improving digital capacity for young people, but perhaps this is not comprehensive. There needs to be participation and cooperation from the State, the community, the family, and most importantly, each individual union member and young person. Digital capacity is essential for the development of each person, so improving the digital capacity of each individual is a clear manifestation of responsibility for oneself,” Vu Thi Ngoc suggested.
