Da Nang City supports about 37 million VND for each cadre, civil servant, and public employee to study for a second university degree in Law to improve their professional skills.
On September 21, at a thematic session, the People's Council of Da Nang City approved a draft Resolution on policies to support training for a second university degree in Law for officials, civil servants and public employees of the city.
Accordingly, the city uses its budget to subsidize 50% of tuition fees (excluding fees incurred due to retaking classes or exams) for students. After graduation, cadres, civil servants, and public employees must commit to working for at least 2 years at agencies, units, and localities under the city's management; if they drop out of school without permission or are not granted a graduation certificate, they will not receive the subsidy.
The person sent to study must have a university degree or higher in a major not in the Law group; have worked for 3 years or more and after completing the course must work for at least 5 years (for leaders and managers) or at least 10 years for civil servants and specialists.
The class will be held in Da Nang City, studying after office hours (studying while working). The time to complete the 2nd degree in Law is about 2.5 years, with 109 credits. The tuition fee is 690,000 VND/credit, so the tuition fee to complete the course is about 75 million VND (refer to the tuition fee of Hanoi Law University).

According to the People's Committee of Da Nang City, training a second university degree in Law is very necessary to standardize the legal level of officials, civil servants and public employees. This is an important task in administrative and judicial reform.
By June 2023, the number of cadres, civil servants and public employees trained in Law working in Da Nang accounted for only about 4% (998 people). According to the assessment of the Da Nang People's Committee, the legal team has not met the requirements of law-making, monitoring and inspecting the implementation of laws within the scope of the sector and field of state management in the locality. Some cadres, civil servants and public employees of the legal sector do not have professional experience.
The legal level of the professional staff is not up to the task requirements, leading to a situation where the advice on the issuance of some documents or the application of the law to public service is not thorough, not suitable to reality, and there are many cases of violations.
The Da Nang Department of Home Affairs said that after sending documents to agencies, units, and localities, 60 people have registered to train for a second degree in Law.
