Focusing on diversifying livelihood models, Bao Yen District has developed key, potential crops, and specialized commodity production areas, implementing Resolution 10 of the Lao Cai Provincial Party Committee Standing Committee on the Strategy for Commodity Agricultural Development. Up to now, many livelihood models have brought high economic efficiency, helping thousands of households have more conditions to escape poverty sustainably.
With a stable consumption market and high selling prices, mulberry trees are proving their economic efficiency in many localities of Bao Yen district, Lao Cai province. Mr. Tran Quoc Toan, Director of Hoang Ha Cooperative, said that in Kim Son commune, there are currently more than 10 households participating in growing mulberry and raising silkworms according to the association model, bringing in stable income. When participating in the model, people are provided with all the seeds by the cooperative, instructed on techniques for growing mulberry trees, raising silkworms and purchasing all the products. If the output is stable, this crop will bring in a very high economic value compared to traditional food crops.
“The more the cooperative buys, the better, because when there is a processing factory, silkworm cocoons are needed, so the cooperative does not have to worry about difficult output. Moreover, mulberry is the main crop that brings the most efficiency to the people compared to corn, potatoes, cassava…”, Mr. Toan expressed.
Diversifying livelihood models, shifting from small-scale production to large-scale commodity production, in the direction of linking production with people is the way of doing things in this locality. Bao Yen district, Lao Cai province currently has 25 agricultural cooperatives operating effectively, both creating jobs for local people and actively contributing to the overall development of the locality.
Ms. Hoang Thi Huan, Khuoi Phuong village, Vinh Yen commune and Ms. Lo Thi Lien, Director of Bao Yen Agricultural and Service Cooperative shared: "Since the cooperative opened the essential oil branch in the commune, she has had a job and enough income for her family every month". "From the advantage of cinnamon, the price and consumption of the market are quite stable, on this basis we also established the cooperative".
To support livelihood models, the locality has had many preferential policies, especially regarding capital. In 2023, more than 1,200 households, equivalent to 87% of poor households, had access to bank capital. Preferential credit packages have followed the programs and resolutions of the province and district, investing in the right direction in livestock, crop cultivation, aquaculture, developing trade and service sectors, etc.
Thanks to livelihood diversification, along with effective production development support policies, many poor and near-poor households in Bao Yen district, Lao Cai province are improving their income and accessing basic social services. In 2023, more than 2,000 poor and near-poor households will escape poverty, with an average income of VND 58 million/person/year. These figures demonstrate the right direction from diversifying livelihood models.
