On the afternoon of October 25, when giving her final statement at the first instance trial of the case of violating bidding regulations causing serious consequences, occurring at the Quang Ninh Maternity and Pediatrics Hospital, defendant Nguyen Thi Thu Phuong - secretary of former AIC Company Chairwoman Nguyen Thi Thanh Nhan cried out in injustice when giving her final statement.

Also in the first instance trial on the third day, the defendants all expressed remorse, admitted their crimes and hoped to receive leniency from the law, hoping that the panel of judges would reduce their sentences so that they could soon reintegrate into the community and become useful members of society.
However, defendant Nguyen Thi Thu Phuong, former Head of the Financial Secretary Department of AIC International Progress Joint Stock Company (AIC Company), in her final statement, insisted that she acted under the direction of Nguyen Thi Thanh Nhan, former Chairwoman of AIC Company, and did not admit to her crime.
Responding to the People's Court, defendant Nguyen Thi Thu Phuong stated that she was not the Head of the financial secretary department but only a secretary in the Secretariat of AIC Company.
Defendant Nguyen Thi Thu Phuong was proposed to be sentenced to 6 - 7 years in prison.
Defendant Phuong was assigned to monitor the working hours of employees and some other tasks such as paying rent, electricity and water bills of AIC Company.
In addition, defendant Phuong confirmed that he was also assigned to be the Chief Accountant of Phuc Hung Real Estate Joint Stock Company, where Ms. Nhan's brother, defendant Nguyen Anh Dung, is the general director.
According to defendant Phuong, when he was the Chief Accountant of Phuc Hung Real Estate Joint Stock Company, he only did normal accounting work and did not know that the financial report was being used for bidding.
Defendant Phuong stated that since March 2022, he has traveled to several countries to travel, visit his children studying abroad, and receive medical treatment, while the case was not prosecuted until August 2022.
"After the case was prosecuted, many people advised me not to return, because prison is very hard, but I felt I was wronged so I still returned. When working with the investigation agency, I was not allowed to confront anyone," defendant Phuong stated in court.
In addition, the former Chief Financial Secretary of AIC Company stated that he only did odd jobs at AIC Company and that the other defendants, fearing responsibility, put all the blame on him.
However, at the trial, the prosecutor's representative rejected Nguyen Thi Thu Phuong's defense.
Specifically, the representative of the prosecutor's office affirmed: "Before prosecuting the defendant Phuong, the investigation agency and the prosecutor's office both took statements from related people. Therefore, even if the defendant fled or was not even present at today's court hearing, there is enough evidence to prove the crime."
The representative of the prosecutor's office said that the defendant Nguyen Thi Thu Phuong assisted Ms. Nguyen Thi Thanh Nhan when operating a number of companies in the ecosystem of AIC Company.
Sophisticated tricks
The representative of the prosecutor's office assessed that the bidding violation case that occurred at the Quang Ninh Obstetrics and Pediatrics Hospital was carried out by sophisticated tricks with the division of tasks in each stage and step. In particular, there were companies established only to act as a blue army for AIC Company, serving the former Chairman of AIC Company Nguyen Thanh Nhan to embezzle the budget.
According to the indictment, defendant Phuong was assigned by Ms. Nhan to be the Head of the Financial Secretary Department of AIC Company and assigned to manage and operate a number of companies in the AIC Company ecosystem, including: Mopha Joint Stock Company; Phuc Hung Real Estate Joint Stock Company, High Technology Company and Uy Tin Toan Cau Company to act as a blue army for AIC Company in bidding packages at Quang Ninh Maternity and Pediatrics Hospital.
At the end of the third day of the trial, the panel of judges moved on to the deliberation phase and announced that they would sentence the defendants tomorrow afternoon, October 26.
Previously, the representative of the prosecutor's office proposed sentences for the defendants. Accordingly, defendant Nguyen Thi Thanh Nhan, former Chairwoman of AIC Company, was proposed to be sentenced to 10-11 years in prison for violating bidding regulations causing serious consequences; defendant Nguyen Thi Thu Phuong was proposed to be sentenced to 6-7 years in prison. The remaining defendants were proposed to be sentenced to sentences ranging from 4 years in prison to suspended sentences.
