According to the People's Committee of Phu Quoc City, in order to carry out the task of local socio-economic development, on May 24, 2007, the People's Committee of Kien Giang Province issued Decision No. 904/QD-UBND on land recovery and assigned to the People's Committee of Phu Quoc District (now city) to develop a compensation plan and site clearance to implement the planning of the North and South Bai Truong Residential Tourist Area in Duong To Commune with a total area of over 10.5 million m².

Phu Quoc City People's Committee directed Duong To Commune People's Committee to coordinate with relevant units to prepare documents to handle violations of 14 cases of illegal land occupation in accordance with the provisions of law.
Implementing the direction of the Provincial Party Committee, the People's Committee of Kien Giang province issued Decision 1397/QD-UBND dated June 7, 2022, establishing a Special Working Group to inspect and handle violations of the law on land, forestry and construction in Phu Quoc city.

However, according to the People's Committee of Phu Quoc City, after issuing decisions to enforce remedial measures for those 14 violations, the individuals deliberately avoided and did not voluntarily comply with the remedial measures as prescribed.
Specifically, the land has not been restored to its original state before the violation, the land has not been returned to the People's Committee of Phu Quoc City for management, the illegal profits obtained from administrative violations have not been returned, and the illegally built villas have not been dismantled... The People's Committee of Phu Quoc City has issued decisions to enforce the implementation of remedial measures, but the time for violators to voluntarily remedy the consequences has now expired, so they have organized the forced demolition of works, architectural objects, moved assets, crops, livestock, and forced violators to return the land to the State...
After completing the demolition of the project, the authorities will measure, determine the location and area, make an inventory record and hand over the land plot to the People's Committee of Duong To commune for management.
