This is the first visit of Chairman of the State Duma of the Russian Federation Vyacheslav Victorovich Volodin to our country since the COVID-19 pandemic. The visit aims to strengthen and further promote cooperation between the two National Assemblies, consolidate political trust and promote the Comprehensive Strategic Partnership between the two countries.
The visit of Chairman of the State Duma of the Federal Assembly of the Russian Federation Vacheslav Viktorovich Volodin to Vietnam took place in the context of the world having just overcome the COVID-19 pandemic. Although the world's security and political situation continues to develop in a complicated and unpredictable manner, and strategic competition among major countries is increasingly fierce and comprehensive, peace, cooperation and development are still the major trends in the world, bringing opportunities for countries to promote development and enhance their position if they know how to seize and transform opportunities.
Chairman of the State Duma of the Federal Assembly of the Russian Federation VV Volodin arrived in Hanoi, beginning an official visit to Vietnam.
Vietnam and the Russian Federation are two countries with traditional friendship and were upgraded to Comprehensive Strategic Partnership in 2012. The political relationship between the two countries has a high level of trust, constantly consolidated and developed through delegation exchanges and contacts at all levels, especially high-level on all channels of the Party, State, National Assembly, Government and people-to-people exchanges.
Although delegation exchange activities have been interrupted in recent times due to the impact of the COVID-19 pandemic, since the beginning of 2023, the two sides have continued delegation exchange activities and high-level contacts.
Vietnam consistently adheres to the policy of attaching importance to the Comprehensive Strategic Partnership with the Russian Federation, wishes to strengthen substantive cooperation with the Russian Federation in all fields, and identifies relations with the Russian Federation as of strategic importance.
Within the multilateral framework, the two countries share the same views on many international and regional issues, and coordinate and support each other at international forums such as the United Nations, APEC, ASEM, and AIPA.

There is still a lot of room for cooperation between the two countries, especially in the context of the Russian Federation promoting its foreign policy of "pivoting to the East", in which Vietnam is considered a priority partner, to take full advantage of current conditions, promote long-term trust, improve defense and security capacity, expand export markets, take advantage of technology, capital, raw materials, train high-quality human resources, and receive technology transfer for the purpose of long-term service to the cause of national construction and development.
In the overall good relations between Vietnam and the Russian Federation, the relationship between the two countries' National Assemblies has been constantly strengthened and developed. The two sides regularly exchange delegations at all levels. The Vietnamese National Assembly signed a cooperation agreement with the State Duma of the Russian Federation in April 2009 (re-signed in March 2013) and with the Russian Federation Council in November 2012.
During his visit to Vietnam in 2018, Chairman of the State Duma of the Russian Federation Vyacheslav Victorovich Volodin and Chairwoman of the 14th National Assembly Nguyen Thi Kim Ngan signed an Agreement on the establishment of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation. This is the highest, first and only model of parliamentary cooperation to date between our National Assembly and a foreign legislative body, with the Chairman of the National Assembly of Vietnam and the Chairman of the State Duma of the Russian Federation as co-Chairmen of the Committee.
During the official visit to the Russian Federation by Chairwoman of the 14th National Assembly Nguyen Thi Kim Ngan in December 2019, the two Chairwomen co-chaired the First Session of the Inter-Parliamentary Cooperation Committee. The Second Session was scheduled to be held in Vietnam in 2020 but could not be held due to the COVID-19 pandemic.
In 2018, at the National Assembly House, Chairwoman of the 14th National Assembly Nguyen Thi Kim Ngan and Chairman of the State Duma of the Russian Federation Vyacheslav Viktorovich Volodin signed a Cooperation Agreement on the establishment of an Inter-Parliamentary Cooperation Committee between the National Assembly of the Socialist Republic of Vietnam and the State Duma, the Russian Federation Parliament.
The two sides regularly maintain delegation exchanges between the Vietnamese National Assembly and the State Duma of the Russian Federation as well as the Federation Council of Russia at high levels, Committee levels, and Parliamentary Friendship Groups, creating a strong driving force for the development of parliamentary cooperation, thereby contributing to strengthening the comprehensive strategic partnership between the two countries...
