Early establishment of Vietnam Ginseng Production Association
Recently, the Ministry of Agriculture and Rural Development has just issued a decision to recognize the Steering Committee for the establishment of the Vietnam Ginseng Production Association.
Accordingly, the Steering Committee for the establishment of the Vietnam Ginseng Production Association consists of 16 members headed by Mr. Vo Kim Cu - Chairman of the Management Board, Director of the Institute for Conservation and Development of Vietnam Ngoc Linh Ginseng, former Chairman of the Vietnam Cooperative Alliance.

The Steering Committee for the establishment of the Vietnam Ginseng Production Association is responsible for mobilizing citizens and organizations to register to join the Association and complete the application for permission to establish the Association and send it to the competent state agency for permission to establish according to the provisions of law.
The Steering Committee for the establishment of the Vietnam Ginseng Production Association dissolved itself after the Congress established the Association and elected the Association's Executive Board.
Mr. Vo Kim Cu said that in order for Vietnamese ginseng in general and Ngoc Linh ginseng in particular to be competitive, Vietnam needs to have a value chain from scientific research to seed production, purchasing, processing and trade.
"To do this, we need the Vietnam Ginseng Production Association, where all components and regions will join hands to cooperate and unite to make Vietnamese ginseng a national product," Mr. Cu shared, adding that this is in line with Decision 611 of the Prime Minister on the Vietnamese Ginseng Development Program to 2030, with a vision to 2045, to create conditions for Vietnamese ginseng to become a national branded product with prestige in the international market.

On July 13, the Ministry of Home Affairs sent an official dispatch to departments, ministries and localities regarding the consultation on the establishment of the Vietnam Ginseng Production Association. The Ministry requested agencies to provide written comments on the application for the establishment of the association with contents related to the management field as prescribed.
Members from some localities should be added to the Association's Steering Committee.
Regarding the establishment of the Vietnam Ginseng Production Association, Mr. Tran Ut - Deputy Director of the Department of Agriculture and Rural Development of Quang Nam province said that the Department has just sent a document with comments to the Ministry of Home Affairs.
According to Mr. Tran Ut, the establishment of the Vietnam Ginseng Production Association is necessary to ensure the rights of individuals and organizations of the association. Through the Association, it will create more favorable conditions for implementing plans and programs to develop Vietnamese ginseng production.
Quang Nam is a province with great potential to develop the production of Ngoc Linh ginseng (Vietnamese ginseng) and other medicinal plants; it is the main unit implementing the Program for developing Vietnamese ginseng to 2030, with a vision to 2045 (according to Decision No. 611/QD-TTg of the Prime Minister). Moreover, currently the number of enterprises and individuals participating in the production of Ngoc Linh ginseng in Quang Nam is quite large.

“However, through studying the campaign documents, there are no organizations or individuals (Enterprises, Ngoc Linh Mountain Ginseng Association and Tra My Cinnamon Association,...) in Quang Nam participating in the Campaign Committee to establish the Vietnam Ginseng Production Association, considering this content unreasonable. Therefore, we respectfully request the Ministry of Home Affairs to study and supplement this content,” the Department of Agriculture and Rural Development of Quang Nam province commented.
Mr. Tran Van Man - Vice Chairman of Nam Tra My District People's Committee also said that the establishment of the Association is necessary, however, there is not a single individual in Quang Nam who has participated in the Association's campaign committee, although Nam Tra My district has more than twenty enterprises investing in Ngoc Linh ginseng cultivation. Therefore, the district proposed that Quang Nam province have a common voice to admit a number of enterprises specializing in ginseng cultivation in the province, including some households that grow ginseng in the district, only then can the practicality and effectiveness of this association be ensured. When enterprises participate in the campaign committee, there will be many opportunities to promote and advertise, and even invest long-term in Ngoc Linh ginseng.

Talking to reporters of the Industry and Trade Newspaper, Mr. Ho Quang Buu - Vice Chairman of the People's Committee of Quang Nam province said that the establishment of the Vietnam Ginseng Production Association is a must to develop the ginseng industry on par with other countries in the world.
“We strongly support that, but how to do it depends on how the Association operates appropriately. If it is done well, localities and businesses will join in and join hands to develop the Vietnamese ginseng industry into an international brand,” said Mr. Buu.
