The dual goal of the Program is to protect privacy and prevent and handle acts of exploiting the online environment to abuse children, with special attention paid to equipping children with age-appropriate knowledge and skills (digital immune system) so that children can recognize and protect themselves online. At the same time, maintain a healthy online environment, develop an ecosystem of Vietnamese products and applications for children to learn, connect, and entertain creatively.

The main tasks set out by the Program are: Building and perfecting the legal corridor;Education and communication to raise awareness and equip skills; Deploying technical measures and solutions, applying technology; Perfecting the organizational structure, improving law enforcement capacity; Strengthening international cooperation.
Up to now, according to statistics, state management agencies have issued 3 Decrees: Decree No. 71/2022/ND-CP dated October 1, 2022 amending and supplementing a number of articles of Decree No. 06/2016/ND-CP on management, provision and use of radio and television services; Circular No. 11/2022/TT-BTTTT dated July 29, 2022 of the Ministry of Information and Communications on functions, tasks and powers of the Department of Information and Communications under the Provincial People's Committee, the Department of Culture and Information under the District People's Committee; and 1 legal document, Decision No. 05/QC-BCA-BLDTBXH-BTTTT dated August 15, 2022 on the coordination regulations between the Ministry of Public Security , the Ministry of Labor, War Invalids and Social Affairs, and the Ministry of Information and Communications.
Regarding education and communication work to raise awareness and equip children with skills to protect themselves online, there have been many activities such as: Organizing the contest "Students with information security" in 2022 and 2023. In 2022, nearly 600,000 students participated. In 2023, more than 740,000 students from nearly 5,500 secondary schools in 63 provinces/cities participated. Coordinate the organization of the Game Idea Development Contest on the theme "Child Protection" in 2022. Deploy training for reporters and editors of press agencies in the North, South and Central regions on "Protecting and supporting children to interact healthily and creatively in the online environment for the period 2021 - 2025". Training on child protection in the online environment for consultants and collaborators of Hotline 111. Organize the Workshop: "Practices and solutions to protect children in cyberspace" The workshop is held within the framework of Vietnam Information Security Day 2022, Conference on improving technology skills to serve the implementation of activities to support child protection in the online environment - Ho Chi Minh City in December 2022. Along with that, deploy a communication channel to protect children in the online environment: VN-COP Website; VN-COP Fanpage; VN-COP YTB Channel; VN-COP Tiktok Channel.
The authorities coordinated to deploy many measures, technical solutions, and technology applications: Deploying the Form to Report acts of child abuse on the Internet on the VN-COP website; Deploying the Tool to check links and websites that are safe for children. Along with that, promoting businesses to develop products to protect children. According to statistics, currently companies such as: SCS Network Security Joint Stock Company, Bkav Antivirus Software Joint Stock Company, Nexta Education Technology Joint Stock Company, FPT Telecommunication Joint Stock Company, Information Security Center - VNPT Group, ... have products to protect children on the Internet.
Along with that, deploy support activities, promote businesses to evaluate support products, protect children in compliance with basic regulations on information security; Evaluate product feasibility: Support Make in Vietnam businesses to have an environment to test and operate products; Connect to introduce product communication; Connect to support businesses towards developing Safety by Design products.
In particular, the organizational structure of the Child Protection and Response Network on the Internet (VN-COP) has been completed. The Ministry of Information and Communications has issued Decision No. 716/QD-BTTTT on the establishment of the Child Protection and Response Network on the Internet, consisting of 24 members. Functions of the network: Promote communication, contribute to raising social awareness; Receive feedback, collect information; Synthesize, classify and coordinate the handling of feedback; Promote the development of an ecosystem of products; Organize capacity building activities, training, and experience sharing; Connect with international organizations; Advise and propose policies and regulations for competent state agencies.
Up to now, the network has reviewed and handled media channels that violate regulations on child protection on the Internet such as: Tho Nguyen tiktok channel, Thuan Pham Youtube channel, TIMMY TV Youtube channel, Hoang Sanh Official Youtube channel... Coordinate social networks (Facebook, Youtube, Lotus, Zalo, Gapo...) to implement activities to protect children on the Internet. Implement review, detection and prevention of many cases of posting images and videos with content that abuses or negatively affects children.
