Implementing Project 7 in the National Target Program (NTP) on socio-economic development of ethnic minority and mountainous areas (EMMA), period 2021-2030, in recent times, Tan Son district has carried out many activities: Improving physical and mental health, stature, longevity, quality of life of EMMA; increasing access to quality health care services, nutrition for mothers and children; strengthening grassroots health care so that EMMA can gradually access modern health care services, contributing to the implementation of the socio-economic development goals of EMMA, thereby raising awareness as well as health status of local people.

Health care for people in ethnic minority and mountainous areas

Medical facilities provide health check-up services and screening for some common diseases in the elderly in Dong Son commune.

Dong Son is a mountainous commune with a large concentration of ethnic minorities, with many socio-economic difficulties. However, in recent times, health care for local people has been carried out carefully and effectively.

Ms. Ly Thi May from Xom Moi just went to the Commune Health Station for a routine pregnancy check-up and shared: “When I was pregnant with my first child, I had no experience, so from the time I was pregnant until birth, I did not have access to medical services, did not know how to go for prenatal check-ups, take iron supplements, and did not know when my due date was. Therefore, when I went into labor, I gave birth at home. After 10 years, I decided to have a second child. This time, I was advised to have regular check-ups, was advised by medical staff not to give birth at home, received all the necessary vaccinations, and was advised on nutritional care...”.

In the past 4 years, implementing Project 7, the health sector of Tan Son district has focused on each topic such as: Training medical human resources for staff of the district health center and commune health station; improving the quality of the population in ethnic minority and mountainous areas; universalizing pre-marital health examination and counseling services; screening and diagnosing some prenatal and neonatal diseases; caring for and improving the health of the elderly to adapt to population aging; improving the capacity of population management in ethnic minority and mountainous areas; health care and nutrition for mothers and children to reduce maternal and child mortality, improve the stature and physical strength of ethnic minorities; nutritional care in the first 1,000 days of a child's life integrated into pre-, intra- and post-natal care to improve the stature and physical strength of ethnic minorities; health care, reducing maternal and child mortality; screening some prenatal and neonatal diseases; Implement support policy packages for maternal and child health care in communes in Region III of ethnic minority and mountainous areas; inspect, monitor, provide technical support, evaluate and periodically report on the implementation of interventions on maternal and child health care and nutrition.

Accordingly, activities aim to provide information, disseminate and educate the law, and mobilize people and the community to strictly implement regulations on prohibiting early marriage, no incestuous marriage, and no early marriage for young people.

Communication and pre-marital health counseling, including the following contents: Reproductive health; sexual health; safe motherhood and newborn care; prevention of unwanted pregnancy, safe abortion; prevention of reproductive tract infections, common sexually transmitted diseases and HIV/AIDS; common genetic diseases; diseases of the father and mother that may be related to diseases and congenital defects of the newborn...

Promote community counseling, mobilize youth and adolescents to conduct pre-marital counseling and health check-ups. Implement management, counseling, and pre-marital health check-ups according to the Ministry of Health's guidelines to screen for certain diseases before marriage such as HIV, hepatitis B, syphilis, Thalassemia, etc.

Organize an integrated communication campaign to provide health check-up services and screening for some common diseases in the elderly. Provide health care consultation such as: Lifestyle, nutrition, and rest for the elderly (≥ 55 years old); monitor, detect, and prevent common chronic non-communicable diseases in old age...

Periodic health check-ups for the elderly according to the instructions of the Ministry of Health. Manage and monitor the elderly in the community according to current regulations. Strengthen inspection and supervision at the commune level to promptly detect difficulties and obstacles in the implementation process, advise and direct the timely implementation of intervention measures and solutions to achieve the assigned goals and tasks...

Dr. Do Thi Thu Hien - Deputy Director of the District Health Center said: "The activities of Project 7 have brought positive effects in health care for ethnic minorities and mountainous people in the district. Our goal this year is that in Region III of the ethnic minorities and mountainous areas, 35% of young people and adolescents will receive pre-marital counseling and health check-ups in communes with interventions; 30% of pregnant mothers will receive prenatal screening in communes with interventions; 35% of newborns will receive newborn screening in communes with interventions; 60% of the elderly will receive regular health check-ups at least once a year; malnutrition in children under 5 years old with stunting (height/age) will be reduced by 18.57% and malnutrition in children under 5 years old with underweight (low-energy/age) will be reduced by 14.45%.

Along with the positive results achieved, in reality, due to the large terrain, ethnic minorities make up the majority, people's awareness is uneven, customs in many places are still backward, causing difficulties for medical examination and treatment and communication to mobilize people to participate in activities. To improve the physical and mental health, stature, longevity, and quality of life of ethnic minorities, not only the health sector, but also the more drastic participation of local authorities as well as the spirit of self-awareness, consensus, and high responsibility of each citizen.
