Department of Environmental Pollution Control inspected in Hau Loc district

On the afternoon of April 5, a working delegation from the Department of Environmental Pollution Control, Ministry of Natural Resources and Environment (MONRE), led by Mr. Nguyen Hoang Anh, Head of the Department of Environmental Quality Management, conducted a survey and inspection of the implementation of environmental criteria in new rural construction in Hau Loc district.

Working with the delegation, on the side of Thanh Hoa province, there were representatives of the Department of Natural Resources and Environment, the Office of the Provincial New Rural Development Program Coordination, leaders of Hau Loc district and localities in the survey and field inspection program.

Hau Loc has 23 communes and towns; of which 21 communes are planned to build new rural areas. Hau Loc town alone has been recognized as meeting civilized urban standards; Ngu Loc commune is a particularly difficult island commune in the coastal and island areas and has been approved by the Provincial People's Committee not to implement the planning to build new rural areas.

After 12 years of implementing the new rural construction program, with the strong and close leadership and direction of all levels, sectors and steering committees from the district to the grassroots, and the consensus among the people, the appearance of Hau Loc district is increasingly prosperous. The average income per capita reached 59.27 million VND/person/year; the poverty rate is only 2.17%. The district has 21/21 communes recognized as meeting new rural standards, 3/21 communes recognized as meeting advanced new rural standards and have completed the criteria for a new rural district.

Identifying the environment as an important criterion in building new rural areas, the Party Committee and government of Hau Loc district have paid attention and given timely direction; cadres, party members and people have always actively responded to environmental protection activities, built rural landscapes, contributing to improving the quality of people's lives.

Currently, the district has 7 units collecting and transporting domestic waste; there is 1 domestic waste incinerator with a capacity of 600kg/hour in Phu Loc commune, burning domestic solid waste for people in the commune; there is 1 centralized domestic wastewater collection and treatment facility in Lien Loc commune. The district does not have a centralized domestic solid waste treatment area. The rate of households classifying solid waste at source is 45.45%.

The district has 3 industrial clusters including: Tien Loc, Hoa Loc, and Lien Hoa craft villages. The industrial clusters and craft villages strictly comply with environmental protection regulations.

The district has paid attention to investing in green tree systems, especially in public areas and along main roads. Up to now, the area of ​​public green trees in residential areas is about ^618,058m2 ; the rate of green trees planted on district roads is 63.56%.

During the working program, the delegation directly inspected and evaluated the environmental work at Tien Loc craft village industrial cluster (Tien Loc commune); waste collection and treatment work in Hoa Loc commune residential area; medical waste collection and treatment at Loc Son commune health station; collection and treatment of solid waste in Phu Loc commune; inspected the domestic wastewater treatment area in Lien Loc commune and Hoa Loc fishing port...

After inspecting and assessing the actual situation at the facility, the working group worked with Hau Loc district on the results of implementing environmental criteria and living environment quality in the new rural construction program. At the same time, they discussed and clarified the contents that need to be supplemented and completed the application for recognition of meeting new rural standards of Hau Loc district.

Speaking at the meeting, Mr. Nguyen Hoang Anh, Head of the Department of Environmental Quality Management, Department of Environmental Pollution Control (Ministry of Natural Resources and Environment) acknowledged and highly appreciated the results of implementing environmental criteria and environmental quality of Hau Loc district. At the same time, he suggested that the locality continue to focus on the collection, classification and treatment of solid waste and medical waste; environmental sanitation work associated with building a bright, green, clean and beautiful urban and rural landscape. The district needs to supplement and complete related documents, promptly submit to the Ministry of Natural Resources and Environment for consideration and approval of the results of the level of achievement of environmental criteria to recognize the district as meeting the NTM standards.

Speaking at the conference, Comrade Hoang Anh Tuan, Secretary of the District Party Committee, Chairman of the People's Council of Hau Loc District, thanked the Department of Environmental Pollution Control and the working group for their attention in inspecting and surveying environmental criteria in Hau Loc District. The district will accept the opinions of the working group, supplement data, and complete the dossier on environmental criteria to be recognized as a new rural district.

In order to improve the quality of environmental criteria, the Secretary of the District Party Committee said that in the coming time, the district will continue to maintain, innovate and implement many synchronous and effective solutions such as: strengthening the work of general environmental sanitation, waste collection; continuing to propagate and mobilize people to classify and treat domestic solid waste at the source; building green fences, planting flowers and trees, creating an increasingly green, clean and beautiful environmental landscape...
