The Department of Cinema requires Netflix and FPT Play to remove Chinese movies with the 'cow tongue line' within 24 hours.

Deputy Director of the Department of Cinema Do Quoc Viet signed and issued Official Dispatch No. 870/DA-VP to Netflix Company; Official Dispatch No. 871/DA-VP to FPT Telecommunication Joint Stock Company with the content of requesting to remove the film Huong Gio Ma Di.

In the dispatch sent to Netflix, the Department of Cinema stated that, through state management activities on cinema, on July 8, 2023, the Department of Cinema received information reflecting that Netflix Company had disseminated the movie Huong Gio Ma Di (39 episodes) on cyberspace via the domain name https://www.netflix.com and the Netflix application to users in Vietnam, in which the content of the movie Huong Gio Ma Di contained the image of the illegal "cow tongue line".

The image of the cow tongue line appeared in the movie "Go with the Wind".

The Department of Cinema has reviewed and inspected the entire content of the film "The Wind Goes" (39 episodes). The inspection results of the film "The Wind Goes" (39 episodes) popular on the Internet at the domain name https://www.netflix.com and the Netflix application show that the image of the nine-dash line appears on the map in many scenes of the film "The Wind Goes" (in episodes 18, 19, 21, 24, 25, 26, 27, 38, especially clearly showing the nine-dash line from 2 minutes 00 seconds to 2 minutes 03 seconds in episode 30) and accompanied by the dialogue and subtitle "One day this map will go to many places in the world" from 41 minutes 18 seconds to 41 minutes 55 seconds in episode 18.

“The depiction of the nine-dash line and the content in the dialogue and subtitles as mentioned above in the film is incorrect, infringes upon Vietnam's national sovereignty and violates the provisions of Point d, Clause 1, Article 9 of the Cinema Law No. 05/2022/QH15,” the dispatch emphasized.

In the Official Dispatch sent to FPT Telecommunication Joint Stock Company, the Department of Cinema said it received information reflecting on FPT Telecommunication Joint Stock Company disseminating the movie Huong Gio Ma Di (39 episodes) on cyberspace via the domain name https://fptplay.vn and the FPT Play application to users in Vietnam, in which the content of the movie Huong Gio Ma Di contains the image of the illegal "cow tongue line".

Although this unit blurred the map image in many scenes of the film "Going with the Wind" (in episodes 18, 19, 21, 24, 25, 26, 27, 30, 38), the Cinema Department affirmed that the film had incorrect content, violated Vietnam's national sovereignty, and was therefore not suitable for distribution in Vietnam.

From the above two Official Dispatches, the Department of Cinema requests to implement the provisions of Clause 2, Article 15 of Decree No. 131/2022/ND-CP of the Government detailing a number of articles of the Cinema Law: request Netflix Company to remove the movie "Huong Gio Ma Di" at the domain name https://www.netflix.com and Netflix application; request FPT Telecommunication Joint Stock Company to remove the movie "Huong Gio Ma Di" at the domain name https://fptplay.vn and FPT Play application.

Implementation time within 24 hours from 00:00 on July 10, 2023 and a written report on implementation results must be sent to the Department of Cinema before July 12, 2023.
