This afternoon, November 27, the Hanoi People's Council Delegation (Constituency No. 4) had a meeting with voters of Hai Ba Trung District before the 20th session of the 16th City People's Council, term 2021-2026.
The delegation includes: Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee Duong Duc Tuan; Head of the Economic-Budget Committee of the City People's Council Ho Van Nga; Secretary of the Hai Ba Trung District Party Committee Nguyen Van Nam.
Cutting down wall-climbing trees and preventing leaks is beyond the people's ability.
On behalf of the City People's Council delegation, delegate Nguyen Van Nam presented the City People's Committee's Summary Report on the results of the implementation of the 2024 socio-economic development plan and the 2025 socio-economic development tasks of Hanoi; Notice of the Standing Committee of the City People's Council on the content, time and organization of the regular meeting at the end of 2024 of the 16th City People's Council, term 2021-2026. Next, delegate Ho Van Nga presented the City People's Committee's report responding to voters' recommendations in 2024.
Notably, at the Conference, a number of voters representing voters from 18 wards of Hai Ba Trung District expressed their opinions reflecting pressing social issues.
Notably, Thanh Nhan ward voters expressed concern about the situation of high-tech crimes, especially the increasing number of scams via social networks and telephones, seriously affecting social order and safety and people's property. Voters requested the city to resolutely direct the authorities to track down the source of disclosure of citizens' personal information and strictly handle the buying and selling of citizens' personal data.
At the same time, it is recommended that authorities step up the effective fight against high-tech crimes, especially fraud via social networks and telephones, to protect people's assets; strengthen measures to secure citizens' personal information on digital transformation application platforms managed by state agencies to ensure absolute information security.
Notably, according to voters of Pho Hue ward, the decentralization of tree management has been assigned by the City People's Committee to the People's Committees of districts and towns. However, in old high-rise apartment buildings (such as Nguyen Cong Tru apartment building...), due to being built a long time ago and seriously degraded, trees grow thickly on the walls and develop on the roofs of high-rise buildings, causing cracks in the walls and leaks, seriously affecting people's lives. After the recent storm No. 3, houses in Nguyen Cong Tru apartment building were severely leaking.
Meanwhile, cutting trees clinging to walls and preventing leaks requires a large investment budget and complex techniques, beyond the people's ability to contribute. Therefore, voters of Pho Hue Ward hope that the City People's Committee will consider and remove difficulties in decentralization so that the locality can have a mechanism to support people without economic conditions in the old apartment complex to repair and renovate the common area.
In addition, voters of some wards of Hai Ba Trung District requested the People's Council and People's Committee of the City to continue to pay attention to directing the settlement of abandoned projects and slow-to-implement projects to avoid wasting land resources and creating conditions for people in suspended project planning to have stable housing.
Voters also requested the City People's Council and People's Committee to study and soon issue documents and resolutions applying the Capital Law in the health sector; continue to increase investment in medical equipment for medical examination and treatment for people, especially medical examination and treatment under health insurance.
At the same time, people hope that the city will pay attention to speeding up the renovation plan of old apartments in Hai Ba Trung District, especially in some wards such as Quynh Mai, Dong Nhan...
In addition, district voters requested the People's Council, the People's Committee of the City and related sectors to study and propose to the Central Government to have a common regime for the Head of the People's Inspectorate or consider having a specific mechanism in Hanoi regarding the allowance regime for this subject, in order to encourage grassroots cadres to enthusiastically participate in inspection, supervision and implementation of the Law on Democracy at the grassroots level.
Improve the quality of coordination between levels and sectors
Listening to the opinions of voters in Hai Ba Trung District, Vice Chairman of the City People's Committee Duong Duc Tuan discussed and clarified the reflections and recommendations on specific contents: the situation of high-tech crimes; health care policies for the people; the review and renovation of old apartment buildings in the area; the handling of trees growing in old apartment buildings; the progress of the implementation of the Ring Road 4 Project in the Capital region; the management of urban order, including parks according to decentralization in the area...
Providing more information about the high-tech crime situation, Mr. Duong Duc Tuan said that currently, personal information is leaked on cyberspace with many sophisticated methods and tricks to appropriate property, greatly affecting people's lives and causing social insecurity.
To resolve this situation, the city has directed relevant agencies to strictly implement the work of strengthening propaganda for people, raising awareness of protecting personal information data, recognizing and being vigilant against high-tech crimes, and promptly providing information to authorities...
At the same time, the city has been actively improving the quality of effective coordination between relevant levels and sectors such as the police and banks to investigate, trace, and recover assets for citizens. The city police have directed professional units to grasp information, clarify reports to investigate and strictly handle.
Regarding health care, social security and people's health care policies, Hanoi will take the lead in this field, moving towards free health check-ups for all people.
The Vice Chairman of the City People's Committee sincerely thanked and affirmed to fully accept the opinions and recommendations of voters of Hai Ba Trung District and assigned the district's functional agencies to promptly resolve the contents under their authority; with recommendations under the authority of the city's departments and branches, the Delegation will synthesize and send them to relevant agencies for consideration and resolution.
