This morning, December 27, the Hanoi People's Council Delegation (Constituency No. 4) had a meeting with voters of Hai Ba Trung District after the 20th session of the 16th City People's Council, term 2021-2026.
The delegation of the City People's Council includes: Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee Duong Duc Tuan; Secretary of Hai Ba Trung District Party Committee Nguyen Van Nam - Head of the delegation; Head of the Economic-Budget Committee of the City People's Council Ho Van Nga.
Hope the decisions of the City People's Council are implemented effectively
At the meeting with voters, delegate Ho Van Nga, on behalf of the City People's Council Delegation, reported to voters the results of the 20th session of the 16th City People's Council, term 2021-2026.
Notably, voters of the wards in the district expressed their satisfaction with the way the Session was conducted and the contents and results achieved by the 16th City People's Council Session, based on objective and comprehensive analysis and assessment of the results of the implementation of the city's socio-economic development tasks, budgetary finance and public investment in 2024; shortcomings, limitations, difficulties, obstacles and causes.
In particular, these meetings have forecasted and fully quantified the factors affecting the city's socio-economic development plan, state budget estimates and public investment plan for 2025, ensuring they are close to reality, innovative, effective, scientific and highly feasible.
In particular, voters highly appreciated the questioning and answering activities at the Session, with a large number of delegates participating and rich questioning content, focusing on re-questioning issues that government agencies have not resolved or have not completely resolved.
Voters also strongly agreed that the Session focused on measures to thoroughly and effectively resolve issues related to the practical lives of the Capital's people (environmental pollution, waste, wastewater, air treatment; traffic infrastructure; organization and apparatus arrangement and improvement; strengthening decentralization; synchronous development of socio-cultural fields; good implementation of social security policies...). These are important mechanisms, policies, and legal bases that have a profound impact and resolve the city's pressing social and economic issues.
Assessing the Session as basically meeting the expectations of the majority of voters, Ms. Doan Thi Tuan - representative of voters of Nguyen Du ward also requested the City People's Council delegates to study with enthusiasm and responsibility so that in their working positions, they will concretize and put the City People's Council's decisions into effective implementation, demonstrating the spirit of saying what they do, saying what they do and doing it quickly, substantially and effectively.
Coming from Dong Tam ward, Ms. Nguyen Bich Phuong said that voters hope that the implementation of the Capital Law will be carried out promptly and effectively, thereby creating opportunities for Hanoi to have breakthrough and outstanding "opening" policies in the socio-economic fields. "The implementation of the Capital planning needs to be closely linked with the planning of the drainage and waste treatment system, and solutions to improve the environment, so that our Hanoi is not only bright, beautiful, and modern, but also green, clean, and fresh" - Ms. Nguyen Bich Phuong emphasized.
At the same time, voters requested the City to direct the strengthening of fire prevention and fighting solutions because there are still many potential risks of fire and explosion in the capital. Moreover, the closer to the New Year, the higher the demand for consumption and travel of people, the more likely it is that there will be risks of fire and explosion, traffic insecurity, food insecurity, fluctuations in prices and origins of goods, and complicated developments in crime and social order violations.
Therefore, the City needs to pay attention to directing departments, branches, districts and counties to strengthen management of these areas, along with urban decoration, planting new trees, managing entertainment activities, and taking care of social security for the people, so that everyone can celebrate Tet happily and peacefully.
Notably, the representative of the residents of Residential Group No. 7, Pham Dinh Ho Ward, Ms. Nguyen Thi Minh Ha expressed her indignation about the land that has been abandoned for decades in the Residential Group (frontage on Hoa Ma Street and Nguyen Cong Tru Street) after the Hanoi Alcohol Factory was relocated. Residents are very excited to escape the environmental pollution that has existed for many years, and a few years ago, two spacious schools were built here. However, inside the surrounding wall of the land is now like a forest, with reeds growing several meters high. While the livelihood of the people in this area is still very difficult, many people are unemployed, the "golden land" has been abandoned for many years, causing great waste.
“If the land were leveled to make a temporary market for people to rent and trade, hundreds of families could have income to improve their lives, especially when Tet At Ty is coming, they could go there to sell peach and kumquat trees, helping consumers have a convenient place to shop for Tet. We really hope that the city leaders will direct the relevant departments and agencies to research and put this “golden” land into effective use for both the State and the people,” Ms. Nguyen Thi Minh Ha suggested.
Coming from Le Dai Hanh ward, voter Giang Van Hai hopes that the City People's Council Delegation will propose to the City to consider arranging a location in Hai Ba Trung District as a funeral venue for the district's veteran force, avoiding having to go to funeral homes in other areas.
A representative of Thanh Luong Ward voters reported that the lighting system in the Bach Dang Street area at Hanoi Port has not been operating for more than 10 years because after equitization, Hanoi Port did not hand over the system to the locality, while many warehouses and yards here operate very complicatedly. Ward voters have made many requests but have not been resolved.
Urgently re-establish investment policy for the relocation area of Hanoi Alcohol Factory
Listening to the opinions of voters in Hai Ba Trung District, Vice Chairman of the City People's Committee Duong Duc Tuan said that the City People's Council Delegation was very excited because voters highly appreciated the results of the 16th City People's Council Session, showing that many key issues of the city have been considered and resolved to meet the people's expectations.

Notably, the City People's Committee directed the establishment of a project to renovate and revive 4 historic inner-city rivers; assigned relevant departments and branches to study a comprehensive project to handle environmental pollution and waste treatment options; the City People's Council passed a resolution to implement environmental issues to implement the Capital Law...
Notably, in response to the reflection that the "golden" land is being left vacant in the area where the Hanoi Alcohol Company has relocated to Yen Phong Industrial Park (Bac Ninh), the Vice Chairman of the City People's Committee said that the City's Steering Committee for Waste Prevention has just brought this issue to a meeting, determining that there are objective and subjective causes through the historical process.
"The City People's Committee has requested relevant departments and branches to eliminate the commercial housing function for this area, and in the first half of 2025 to re-establish the investment policy, standardize the architectural planning and complete the construction investment work early, along with controlling the standards of related legal contents. The City's Waste Prevention Steering Committee also identified this as a key task in 2025. Accordingly, this place will provide modern spaces for trade and services, contributing to the development of trade and services in Hai Ba Trung District, in which the people of the area will benefit" - Vice Chairman of the City People's Committee Duong Duc Tuan clearly stated.
In addition, regarding the proposal for a funeral home for the district's veteran force, the Vice Chairman of the City People's Committee affirmed that the City People's Council Delegation will reflect and discuss with the City People's Committee, the Department of Labor, Invalids and Social Affairs and the City Veterans Association to consider and meet the legitimate expectations of this force. At the same time, the task was assigned to the Department of Construction, the Department of Transport and the Hai Ba Trung District People's Committee to immediately resolve the lighting issue in the Hanoi Port area, and actively coordinate with the Port unit to handle related issues.
