Reporting at the workshop, Major General Nguyen Van Minh, Deputy Director of the Traffic Police Department, Ministry of Public Security, said that the Law on Road Traffic Safety and Order was issued with the goal of building habits, self-awareness and forming a modern traffic culture, promoting the protection of life, property and human rights when participating in traffic; the Law on Roads was issued with the goal of developing traffic infrastructure, transport management, adapting to changes and rapid development of the economy, society, science and technology, towards developing a modern, synchronous and high-quality traffic and transport infrastructure system.
The development and promulgation of the two Laws is an inevitable, objective, and urgent requirement of practice, in accordance with the laws of development, in accordance with the trend of building and perfecting the legal system of Vietnam in the context of building and perfecting the socialist rule-of-law state, while clearly and specifically assigning the responsibilities of state management agencies, contributing to creating a more complete legal basis to promote and elevate both fields to meet the requirements in the new situation.

Regarding the structure, Major General Nguyen Van Minh stated that the Draft Law consists of 8 chapters and 62 articles, regulating road traffic rules; conditions for vehicles participating in road traffic; drivers of vehicles participating in road traffic; commanding and controlling road traffic; handling road traffic accidents; patrolling and controlling road traffic order and safety; and state management of road traffic order and safety.
Accordingly, the draft has added many new points compared to the 2008 Road Traffic Law, specifically: Compared to the 2008 Road Traffic Law, the draft Law has added detailed regulations on many contents on vehicle registration and license plate issuance, more specifically and clearly, ensuring the requirements of administrative reform, application of modern science and technology, serving the people; Specifying measures and mechanisms for organizing safe traffic, preventing and resolving traffic jams and overcoming shortcomings that are the causes of traffic accidents and traffic jams;...
Giving opinions at the workshop, delegates basically agreed on the necessity of promulgating the Law to meet the inevitable and objective requirements of reality, in accordance with the changes, movements and developments of society to meet the requirements of ensuring traffic order and safety and building and developing road traffic infrastructure and road transport in the new situation.

Noting that environmental protection is a matter of concern, in reality, vehicles that do not meet environmental protection requirements have not been clearly regulated and have not been sanctioned or strictly handled, delegates recommended that the draft should have specific regulations on environmental protection for drivers of vehicles participating in road motor traffic, sanctions, and responsibilities of agencies, organizations, and individuals in environmental protection, ensuring traffic order and safety.
Also at the workshop, opinions were also suggested that the drafting agency study and clarify regulations on compliance with road signs; compliance with regulations on speed and distance between vehicles, lane use, etc. Accordingly, experts emphasized that regulations need to fully cover real-life situations to avoid controversy when applied.
Acknowledging and appreciating the comprehensive and profound comments of experts and scientists, Dr. Nguyen Van Hien, Director of the Institute of Legislative Studies, emphasized that the results of the workshop will be fully studied and synthesized, becoming a valuable source of reference information to serve the process of reviewing and providing comments to complete the draft Law on Road Traffic Order and Safety at the 5th Session of the 15th National Assembly.
