Ha Tinh Electricity Company has just sent an official dispatch to the Provincial People's Committee, People's Committees at all levels, and local people regarding the implementation of changing the schedule for recording electricity meter readings.
With the goal of digital transformation in production and business activities and constantly improving customer service quality, Vietnam Electricity Group (EVN) has built a roadmap to gradually unify the schedule for recording electricity consumption index (GCS) of electricity customers at the end of the month.
Ha Tinh Electricity Company changed the schedule of recording electricity consumption indexes according to EVN's direction.
According to the roadmap, by 2025, EVN will implement GCS on the last day of the month for all customers. The plan to change the GCS schedule will be implemented by the electricity industry with a roadmap, according to each customer group, each area and technical infrastructure, ensuring compliance with the reality of installing remote electronic meters for customers.
Changing the GCS calendar to the end of the month is to help customers conveniently monitor their monthly electricity consumption, proactively pay their electricity bills, and help the electricity industry improve service quality. This is also in line with the roadmap to modernize the metering system, digital transformation in the business and customer service sectors, contributing to improving governance in the electricity industry.
Following EVN's direction, from September 2023, Ha Tinh Power Company will begin to sign an addendum to the agreement to change the GCS schedule with customers in the direction of moving the GCS date to the end of the month (previously, the index recording schedule started from the 11th to the 25th of each month). In 2023, the company will only change the GCS schedule after signing an agreement with the customer and each customer will change the GCS schedule once a year.
Regarding electricity billing: The level of electricity usage for each step for customers purchasing household electricity when changing the GCS schedule is specified in Clause 5, Article 1 of Circular No. 09/2023/TTBCT dated April 21, 2023 of the Ministry of Industry and Trade.
Specifically: In case of new electricity supply for domestic purposes, change of subject of electricity purchase and sale contract, termination of electricity purchase and sale contract, change of GCS date set by meter based on agreement with electricity customers, the electricity usage level of each level is adjusted according to the actual number of days of that meter reading period.
Using electronic meters with remote measuring devices, each customer's monthly electricity index will be automatically transferred to the management software of the Electricity Company.
Due to the change in the GCS date of the electricity meter to the last days of the month, the amount of electricity recorded to calculate the electricity bill in the shifting month will be more than the electricity bill of previous months.
To help electricity customers proactively pay their electricity bills, Ha Tinh Electricity Company posts information about changes to the GCS schedule on the company's website and widely announces this activity on local mass media.
At the same time, the company also sends notifications to all customers connected to App, Zalo, Email and other forms about the GCS schedule change roadmap, ensuring that customers changing the GCS schedule receive information before implementation.
