Dutch semiconductor company wants to invest another 42 million USD to expand in Ho Chi Minh City

Dutch company BESI wants to invest an additional 42 million USD to expand its factory producing equipment for the packaging and testing of microchips at the Ho Chi Minh City High-Tech Park.

On July 18, the Office of the Ho Chi Minh City People's Committee issued Document No. 8145/VP-DA to the City's Departments and Branches regarding the handling of the investment registration dossier for project expansion of BESI Company (Netherlands).

In particular, Vice Chairman of the City People's Committee Vo Van Hoan directed the Department of Planning and Investment to preside over and coordinate with the Department of Justice, Department of Science and Technology and related units to advise and propose to the City People's Committee before July 27.

BESI Company was granted an investment license in October 2023, and just 5 months later the investor put the project into production.

Previously, on July 11, the Management Board of Ho Chi Minh City High-Tech Park (SHTP) issued Official Dispatch No. 950/KCNC-XTDT reporting to the City People's Committee to consider and approve the Phase 2 expansion project of BESI Company.

BESI Company's project to manufacture equipment in the microchip packaging and testing process was granted an investment license by the High-Tech Park Management Board on October 3, 2023.

Phase 1 of the project was invested with a capital of nearly 5 million USD, expected to operate from the fourth quarter of 2024, but the actual implementation progress was faster due to renting a pre-built factory, so the investor inaugurated the factory on February 28, 2024.

Not long after putting phase 1 into production, BESI Company continued to apply for a license to expand phase 2 at the High-Tech Park, Ho Chi Minh City with an investment capital of 42 million USD.

This investor plans to build a factory with an area of ​​about 2 hectares (floor area of ​​20,000 m2), expected to start construction in June 2025.

SHTP Management Board found that the objectives and scale of BESI Company's phase 2 project are suitable for Lot I-14.6, an area of ​​1.98 hectares, expected to attract investment in a factory producing equipment and machinery used in the microchip production line.

However, the current problem is that the SHTP Management Board is submitting to the Ministry of Science and Technology for comments on the list of investment projects in SHTP for the period 2024 - 2025. After receiving comments from the Ministry of Science and Technology, the SHTP Management Board will develop and submit to the Ho Chi Minh City People's Committee to issue a list of projects to attract investment for the period 2024 - 2025.

Once the list is issued, the SHTP Management Board will have the basis to receive the project dossier for investment registration in phase 2 of BESI Company.

Therefore, the SHTP Management Board recommends that the Ho Chi Minh City People's Committee consider and approve the unit to receive the investment registration dossier of BESI Company's project phase 2 to support investors to promptly implement the plan.

Because if we wait for the announcement of the list of projects attracting investment in the High-Tech Park for the 2024-2025 period before submitting the investment registration application, it will not meet the progress requirements of BESI Company in shifting the supply chain and there is a risk of losing the opportunity to attract this important project.
