On September 12, 2024, the People's Committee of Ninh Binh province issued Official Dispatch No. 24/CD - UBND on focusing on implementing flood response, sent to: Heads of departments, branches, sectors, and organizations; members of the Provincial Steering Committee for Flood and Storm Prevention and Control; Chairmen of People's Committees of districts and cities.

The dispatch stated: In recent days, in the North, there have been continuous heavy rains over a large area, floods in some places upstream have exceeded historical flood levels, inundation, landslides, flash floods have occurred in many localities causing very heavy damage to people and property of the people and the State. Reservoirs have been put into operation to help reduce floods in the downstream, but floods on rivers in the North have still reached alert levels 2 to 3, some places have exceeded alert level 3, causing serious flooding along the riverbanks, threatening the safety of the dikes of the Red River and Thai Binh River systems.
According to forecasts, the water level on the Hoang Long River at Ben De and Gian Khau will continue to rise, remaining high for many days, with very complicated developments. The water level of the Hoang Long River at Ben De (at 11:00 am: 4.79 m) is likely to rise to 5.20-5.40 m (above alert level 3: 1.20-1.40 m), on the Day River in Ninh Binh (at 11:00 am: 4.09 m) will continue to rise to 4.15-4.35 m (above alert level 3: 0.65-0.85 m). Floods in the river rise, combined with heavy rain; posing a threat to the safety of dikes, causing flash floods, landslides in mountainous areas, widespread flooding of riverside and low-lying areas; possibly causing very heavy damage to people and property of the People and the State.
Implementing Official Dispatch No. 93/CD-TTg dated September 11, 2024 of the Prime Minister on focusing on responding to major floods, ensuring the safety of dykes on rivers in the North, especially the Red River - Thai Binh River system.
To proactively respond to major floods, ensure the safety of people's lives and property and the State, the Chairman of the Provincial People's Committee requests departments, branches, organizations; members of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue, Chairmen of District and City People's Committees to strictly implement Official Dispatch No. 93/CD-TTg dated September 11, 2024 of the Prime Minister; Official Dispatch No. 23/CD-UBND dated September 10, 2024 of the Chairman of the Ninh Binh Provincial People's Committee and focus on implementing the following contents:
1. Chairmen of People's Committees of districts and cities: Direct Party Committees and People's Committees of communes, wards and towns to strengthen propaganda to the people on proactive measures to respond to rain, floods and inundation; mobilize the maximum number of police forces, forces participating in protecting security and order at the grassroots level, and people's dike management forces to organize 24/7 patrols on each kilometer of dike and culverts under the dike in the management area. Promptly detect and immediately handle any incidents that may occur, avoid being passive or surprised.
Review, inspect, and be ready to deploy in practice dike protection plans along the entire route; plans to protect key and vulnerable points according to the "four on-site" motto; prepare forces, materials, vehicles, machinery, and equipment at key and vulnerable points to promptly deploy dike protection and handle incidents from the very first hour.
Coordinate with the Irrigation Works Exploitation Company Limited to prepare backup sluice gates at sluice gates on the dike routes.
Continue to review and immediately deploy plans to ensure the safety of people living in areas outside the riverbank (including in dike lines at risk of being unsafe), resolutely not allowing people to stay in dangerous areas when the flood rises (if necessary, proactively force evacuation to ensure people's safety).
The People's Committees of Nho Quan and Gia Vien districts regularly inform people about the situation of rain and floods; prepare evacuation plans in case of having to operate Lac Khoi spillway and Duc Long and Gia Tuong spillway. The People's Committee of Tam Diep city has plans to ensure people's safety in case of flash floods and localized flooding.
2. Heads of departments, branches and sectors
2.1. The Department of Agriculture and Rural Development focuses on directing, inspecting, urging, and guiding localities to deploy flood prevention and control work and dike protection according to the alarm level to ensure the safety of the dike system, including ensuring absolute safety for dike routes (especially dikes of level III and above).
2.2. The Provincial Military Command and the Border Guard Command ensure that the army is the main force to carry out the task of protecting the dike according to the plan; coordinate with units stationed in the area to review and prepare forces to promptly handle any situation that may arise; prepare forces and means to support the evacuation of people in Gia Vien and Nho Quan districts when requested.
2.3. The provincial police ensure security and order in the evacuation areas, traffic safety and order, and prepare forces and means to support localities in rescue and response to major floods.
2.4. The Department of Transport shall direct the implementation of ensuring safety of inland waterway traffic, preventing incidents with water transport vehicles that affect the safety of dikes and bridges across rivers, especially on rivers with large floods.
2.5. The Provincial Irrigation Works Exploitation Company Limited operates the project to ensure drainage in accordance with the approved operating procedures and the direction of the Provincial Steering Committee for Flood and Storm Prevention and Control.
2.6. Ninh Binh Provincial Hydrometeorological Station strengthens flood forecasting and warning, ensuring timely and accurate flood response direction.
2.7. Provincial Radio and Television Station, Ninh Binh Newspaper, and radio stations at all levels increase information on developments of heavy rain, floods, landslides, and inundation to authorities at all levels and people to proactively prevent and respond.
2.8. Departments, branches and sectors, according to their assigned functions and tasks, coordinate with localities to deploy flood response work according to regulations.
3. Organize serious on-duty shifts and regularly report to the Ninh Binh Provincial Steering Committee for Disaster Prevention and Control.
