The dispatch clearly stated: According to the report of the Ninh Binh Provincial Hydrometeorological Station, the flood on the Hoang Long River at Ben De and the Day River in Ninh Binh is currently rising. The water level at 7:00 a.m. on September 10, 2024 at Ben De was 3.60 m (0.10 m above alert level 2), and the Day River in Ninh Binh was 2.98 m (0.02 m below alert level 2).
Forecast for the next 12-24 hours: the water level on the Hoang Long River at Ben De is rising, the flood peak is likely to reach 4.30-4.50 m (above alert level 3: 0.30-0.50 m); on the Day River in Ninh Binh, it will reach 3.80-4.00 m (above alert level 3: 0.10-0.30 m). On the Day River in Ninh Binh, the water level continues to rise, likely to reach the second peak at noon this afternoon (September 10, 2024), at alert level 3 (alarm 3: 3.50 m).
Warning of flood risk, possibility of other natural disasters: high river water level combined with local heavy rain, high risk of flooding in riverbanks, low-lying areas in communes of Nho Quan, Gia Vien districts, Ninh Binh city; flash floods, landslides in mountainous areas, steep slopes in communes of Nho Quan, Hoa Lu districts, Tam Diep city.
To proactively respond to floods, the Chairman of the Provincial People's Committee requested departments, branches, organizations; members of the Provincial Steering Committee for Flood and Storm Prevention and Control, Chairmen of the People's Committees of districts and cities to focus on implementing the following contents:
Chairmen of People's Committees of districts and cities regularly monitor and update developments and flood situations, promptly inform organizations and people operating on rivers, riverbanks, river banks, aquaculture facilities, water transport vehicles; ferry terminals and ferry terminals to proactively take preventive measures to ensure safety of people and property.
It is strictly forbidden for boats to anchor on the dike slope, dike embankment, or electric poles on the riverbank, affecting the safety of the dike and power grid.
Temporarily suspend operations of ferry terminals and river ferries until the flood recedes. Heavy vehicles are strictly prohibited from running on the dike.
Organize inspection, review and practical implementation of dike protection plans; plans to protect key vulnerable points, especially locations where incidents have occurred but have not been handled or remedied; and unfinished construction works following the "four on-site" motto to be proactive and ready to respond to all situations.
Proactively arrange forces and means in key and vulnerable areas to be ready to promptly handle situations that arise when there are floods.
Strengthen the inspection of the dike system, strictly carry out patrolling and guarding to protect dikes in the area; at the same time direct and thoroughly implement strictly in accordance with the provisions of the Law on Dikes and the guidance of the Ministry of Agriculture and Rural Development in Circular No. 01/2009/TT-BNN dated January 6, 2009.
Check and clear drainage systems in urban areas, residential areas and agricultural production areas, especially construction works that affect drainage; prepare plans for flood control, protection of agricultural production, low-lying areas, urban areas and industrial zones.
The Provincial People's Committee requests departments, branches and sectors to:
The Department of Agriculture and Rural Development coordinates with the Provincial Irrigation Works Exploitation Company Limited, the Management Board of Investment Projects for Construction of Agricultural and Rural Development Works, and the People's Committees of districts and cities to inspect the implementation of measures to ensure the safety of dykes, dams, and unfinished construction works, and review the operating procedures to ensure proactiveness when incidents occur. Instruct localities to implement measures to ensure the safety of rice and crops.
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police proactively arranged forces and means to support the evacuation of people, move residents out of dangerous areas, organize rescue, and overcome consequences when natural disasters occur. The Provincial Police directed the Waterway Traffic Police to increase patrols, requiring vehicle owners to anchor in the right places, ensure flood escape corridors, and ensure waterway traffic safety on rivers. Strictly handle violations.
The Department of Tourism ensures safety for vehicles, tourists and residents in tourist areas and spots.
The Department of Health coordinates with localities to handle issues related to environmental sanitation, domestic water sources, disease prevention, food safety and hygiene... caused by rain and floods.
The Department of Education and Training has plans to ensure the safety of teachers, students, and the safety of schools and classrooms in flood areas.
The Provincial Irrigation Works Exploitation Company Limited reviews and operates reservoirs according to approved operating procedures; adjusts reservoir water levels to proactively receive floods, ensuring absolute safety for the works and downstream areas. Strictly implements early warnings for downstream residents before reservoirs discharge floodwaters and when there is a risk of an incident.
Ninh Binh Electricity One Member Co., Ltd. ensures safe, continuous, and timely electricity for pumping, drainage, production, and daily life.
Provincial Radio and Television Station, Ninh Binh Newspaper, and radio stations at all levels increase information on developments of storms, heavy rains, floods, landslides, and inundation to authorities at all levels, owners of vehicles operating at sea, and people to proactively prevent and respond.
Departments, branches and sectors, according to their assigned functions and tasks, coordinate with localities to deploy flood response work according to regulations.
Organize the on-duty team seriously and regularly report to the Ninh Binh Provincial Steering Committee for Disaster Prevention and Control.
