Telegram of the Ministry of Industry and Trade on proactively reserving and supplying essential goods to respond to storm No. 4

Telegram sent to the Director of the Domestic Market Department, the Director General of the General Department of Market Management, the Directors of the Departments of Industry and Trade of the provinces and cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh; Vietnam Electricity Group; Key traders in the production and trading of gasoline and oil; Enterprises supplying and distributing essential goods.

The telegram stated that, implementing the Prime Minister's telegrams: No. 97/CD-TTg dated September 17, 2024, No. 98/CD-TTg dated September 18, 2024 on proactively responding to tropical depressions that are likely to strengthen into storms, to proactively respond to storm No. 4, especially the risk of heavy rain, flooding, landslides, flash floods, and flash floods that may occur, causing some areas to be isolated and divided, affecting the supply of essential goods to people, the Minister of Industry and Trade requested:

Domestic Market Department: Carry out the regulation of essential goods between provinces and cities forecasted in areas at risk of flooding, landslides, flash floods, and flash floods with other provinces and cities when requested by the locality. Prioritize the regulation of goods supplied from areas within the province, city and the Central region.

In addition, summarize difficulties and problems arising in the supply of essential goods in the provinces; advise and propose solutions in emergency situations, promptly report to the Ministry's leaders in cases beyond their authority. Coordinate with press and media agencies to promptly provide information on the supply situation of essential goods in affected localities.

The General Department of Market Management is responsible for directing market management forces in localities within the scope of influence of storm No. 4 to develop plans and coordinate with functional forces to conduct inspections, monitor, promptly detect and strictly handle organizations and individuals who take advantage of the influence of storm No. 4 to speculate, hoard goods, increase prices or commit other violations according to the provisions of law.

Coordinate with media agencies to publicly inform about the handling of organizations and individuals who take advantage of natural disasters or other unusual developments to make illegal profits, causing negative impacts on the spiritual and material lives of the people.

Vietnam Electricity Group directed the Power Corporations and Power Companies of the Central provinces to prioritize ensuring power supply for pumping stations ready to serve the work of drainage and flood control to quickly restore the growing areas affected by storms No. 3 and No. 4, providing clean water for consumption and fresh water for production and business.

For the Department of Industry and Trade of provinces and cities , review plans and options for reserve and supply of goods, materials, and necessities to promptly meet needs in case of natural disasters, especially essential goods such as food, drinking water, gasoline, construction materials, etc. Have a plan or submit it to the People's Committee of the province or city to supplement in case of shortage of resources.

Based on specific conditions, actual needs and local experience, determine the quantity and types of reserve goods; reserve methods, transportation and distribution plans when needed, clearly state the plan to regulate and promptly supply to areas that are often cut off and isolated when natural disasters occur.

Urge local goods distribution enterprises, supermarkets, and petroleum distributors to participate in supplying essential goods (food, beverages, petroleum, construction materials, etc.) according to the approved Plan. Strengthen inspections at enterprises participating in the local goods reserve plan to ensure that goods are always ready to supply to people when needed.

Proactively implement the 4 on-site motto; Regularly check and grasp the situation in areas at risk of being isolated due to floods, organize timely sales (under safe conditions) to serve local consumption needs and prevent natural disasters before, during and after storms.

Coordinate with local market management forces to strengthen market inspection and control after the storm to prevent speculation and hoarding of goods waiting for price increases.

Coordinate with local media agencies to advise people not to hoard too much essential goods, to avoid shortages and local fevers occurring in the area; Proactively provide information on the supply situation and prices of essential goods to local media and locations.

Regularly monitor warning bulletins and forecasts of natural disasters and prolonged rain and floods from the National Center for Hydro-Meteorological Forecasting, always be ready with forces and means to respond to bad situations in the fastest time, ensuring the safety of human life, facilities, assets, warehouses and vehicles at the unit and locality.

Report and update the market situation in the area to the Ministry of Industry and Trade (through the Domestic Market Department) if any abnormalities occur or upon request for direct information from the Domestic Market Department.

Key traders in the production and trading of petroleum must proactively source goods, provide enough petroleum for the system, absolutely not interrupt the supply of petroleum in their petroleum distribution system (from key traders, distributors, agents, retail stores), maintain regular sales activities, sell at the listed price; strictly implement the reserve of petroleum according to regulations, ensure sufficient supply of petroleum for the domestic market in all situations. Prepare goods and means of road transport to promptly supply petroleum. Have a plan to supply mobile petroleum to flooded, flooded, and power-lost areas where infrastructure cannot be immediately restored.

Traders of essential goods , for manufacturing enterprises: Increase production capacity to ensure adequate supply of goods for localities; Prioritize the supply of high-demand items such as food, foodstuffs and items serving essential needs such as construction materials, medicines, consumer goods, etc. for the needs in areas and regions damaged by storm No. 4, rain, floods, and landslides that may occur.

For distribution enterprises: Review and strengthen supply coordination, focus resources on transporting goods to supply essential goods in their distribution systems in the Central provinces, prioritizing supply to areas affected by storms, floods, inundation, and local isolation by appropriate measures and means, ensuring safety; Do not speculate, hoard, hoard goods, or unreasonably increase prices of goods in any form; Actively coordinate with functional units and the Department of Industry and Trade in provinces and cities affected by storms, floods, and rains, to provide relief goods and essential goods to people, especially in isolated areas.

The Minister of Industry and Trade requested units to closely monitor weather developments and natural disaster situations in localities within the scope of influence of storm No. 4, focus on directing and strictly implementing this Official Dispatch, and prepare forces and essential goods to supply to people when necessary; in case of any abnormalities, report and inform the Ministry of Industry and Trade (through the Domestic Market Department).
