DAT monitoring tool glitch causes problems for learner drivers

Recently, Mr. Luong Duyen Thong - Head of Vehicle and Driver Transport Management Department, Vietnam Road Administration said that the inspection results at driver training and testing facilities showed that the monitoring, inspection, exploitation and use of DAT management data still have many limitations.

Accordingly, many training facilities have not yet tracked, monitored, and exploited data on the DAT information system software to require students to learn enough kilometers of night driving and enough time on automatic transmission vehicles.

Similarly, there is still a lack of training for instructors to guide students in logging in and out of sessions, leading to duplicate students, duplicate driving practice vehicles, and duplicate itineraries at the same time.

Talking to VietNamNet reporter about the above opinion, Mr. NVD (director of a driving test training center in Bac Giang) said that when applying DAT at the facility, many shortcomings were revealed, making it difficult for the implementing units.

Accordingly, the DAT device transmits unstable signals, often loses signals, so it is easy to transmit errors. The device is also easy to break, and the unit must repair it frequently.

“According to regulations, students must practice on the road for 810km with B2, B1 automatic license and 710km with B1 automatic license under the supervision of the DAT system; students must be photographed every few minutes. This number of kilometers, combined with strict supervision requirements, really makes it difficult for students,” said Mr. D.

Clarifying the shortcomings surrounding this device, Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, said that DAT data requires extracting student information, time, and coordinates of the starting and ending points of the session.

In addition, the device must also extract the time and distance of the session, making it difficult for training facilities to implement training plans and wasting time recording driving practice logbooks.

Mr. Bui Que Thinh, Vice Principal of Central College of Transport 1, pointed out another problem: when logging out or logging in, students cannot do so, leading to lost study sessions. In fact, there are cases where students are forced to retake a course just because... the DAT device is faulty.

Agreeing with the above opinion, Mr. Ngo Duc Thanh, Deputy Director of the Department of Transport of Bac Ninh province, also said that DAT equipment still has many errors that affect the learning process of students and increase training costs.

“In addition, there is also a situation where humans have to monitor the technology. That means the DAT software does not automatically conclude the results of the learners, forcing the staff to directly review and approve, wasting a lot of time of the management agency,” said Mr. Thanh.

Faced with these shortcomings, Deputy Director of the Department of Transport of Bac Ninh province, Ngo Duc Thanh, proposed to amend the standards on DAT devices and have technological solutions to detect and prevent cheating, interference with devices, and falsification of students' results.

In addition, the DAT device data management system software also needs to be upgraded to be able to automatically analyze data, detect abnormal sessions, and automatically remove invalid sessions.

According to the Vietnam Road Administration, DAT devices installed on driving practice vehicles are regulated in Decree No. 138/2018/ND-CP dated October 8, 2018 of the Government. DAT data and DAT management data will be transmitted to the servers of training facilities and management agencies from June 15, 2022.

Through the DAT device and data, driving students are taught enough time and driving kilometers on the road as prescribed. The goal of the DAT device and data is to closely monitor the practical learning process on the road, thereby improving driving skills, contributing to ensuring traffic safety.
