Attending the meeting were comrade Nguyen Thanh Hai, Deputy Head of the Central Internal Affairs Commission, Deputy Head of the Inspection Delegation; members of the Delegation were officials from the following agencies: Central Internal Affairs Commission, Central Inspection Commission, Supreme People's Procuracy, National Assembly Office, Government Inspectorate and State Audit.
Working with the Inspection Team were comrade Dang Quoc Khanh, member of the Party Central Committee, Secretary of the Party Committee, Minister of Natural Resources and Environment; Deputy Ministers, members of the Party Committee of the Ministry of Natural Resources and Environment: Nguyen Thi Phuong Hoa; Tran Quy Kien; Le Cong Thanh; Le Minh Ngan; and leaders of the inspected units.
At the working session, the Standing Committee of Inspection Team No. 2 announced the Draft Inspection Results Report stating: From October 26, 2023 to October 31, 2023, Inspection Team No. 2 inspected and worked with 10 relevant units of the Ministry of Natural Resources and Environment. In general, the Party Committee of the Ministry of Natural Resources and Environment has focused on leading, directing, disseminating, thoroughly and seriously disseminating and issuing many documents to concretize the Party's guidelines and policies and the State's laws on PCTNTC. In particular, the Ministry of Natural Resources and Environment has issued many legal documents under its authority to organize the implementation of laws, ordinances and resolutions of the National Assembly, the National Assembly Standing Committee; resolutions and decrees of the Government; decisions and directives of the Prime Minister on the management and use of land, mineral resources and other areas under the functions and tasks of the Ministry.
In addition, the Party Committee of the Ministry of Natural Resources and Environment has also focused on inspection, supervision, guidance and urging of subordinate units to properly implement policies and laws; directed the review, detection and overcoming of loopholes and inadequacies in mechanisms, policies and laws in the field of state management of the Ministry, especially in the field of land management and use and mineral resources, which have been pointed out and recommended by the Inspection and Supervision Delegations of the Central Party, the National Assembly and the Government, thereby contributing to raising awareness and responsibility of Party committees, cadres, Party members, civil servants and public employees associated with assigned tasks, improving the effectiveness and efficiency of state management in assigned fields...
Through the inspection, the Delegation recommended to the Party Committee of the Ministry of Natural Resources and Environment and relevant agencies to handle and resolve related issues; point out the causes and propose solutions to overcome limitations, difficulties and obstacles in order to improve the effectiveness of institutionalizing the Party's guidelines and policies on PCTNTC into State laws.
Concluding the working session, General To Lam acknowledged, highly appreciated and commended the achievements that the Party Committee, the leadership of the Ministry of Natural Resources and Environment and the units under the Ministry have achieved in institutionalizing the Party's guidelines, policies and laws on PCTNTC into State laws; in particular, he led the Ministry of Natural Resources and Environment to advise the Government to issue 02 decrees, the Prime Minister to issue 05 directives and directly issue 58 documents in the field of management and use of land and mineral resources to effectively organize implementation to meet the requirements of socio-economic development of the country.
General To Lam suggested that the Party Committee of the Ministry of Natural Resources and Environment continue to raise awareness and responsibility of Party committees and organizations at all levels and strengthen the institutionalization of the Party's guidelines and policies on anti-corruption into State laws. The focus is on directing and advising on amending, supplementing and perfecting legal documents that are still lacking, inadequate, contradictory and overlapping, creating favorable conditions for localities in the implementation process. Lead and direct competent agencies to continue to study and comprehensively absorb the opinions of National Assembly deputies, agencies, organizations and individuals to complete the draft Land Law to submit to the National Assembly for consideration at the upcoming 5th extraordinary session; contributing to meeting practical requirements, socio-economic development, ensuring national security and defense, and effective anti-corruption.
General To Lam requested that the Party Committee of the Ministry of Natural Resources and Environment direct the review, consideration, and clarification of causes and responsibilities of organizations and individuals, and draw lessons from the shortcomings and limitations pointed out by the Inspection Team; promptly issue and organize the implementation of the Plan to resolve the recommendations. Request the Standing Committee of Inspection Team No. 2 to continue studying and clarifying the opinions at the working session to complete the inspection results report to send to the Steering Committee, and at the same time send to the Party Committee of the Ministry of Natural Resources and Environment according to regulations.
General To Lam pointed out that the inspection activities of the Inspection Team are not to examine violations but to perform the function of the Central agency to evaluate the implementation of the Party's guidelines and policies and the State's laws at the Party Committee of the Ministry of Natural Resources and Environment; thereby promoting the advantages and results achieved and overcoming the shortcomings and limitations pointed out by the Inspection Team.
The results of the inspection will help the Steering Committee and relevant agencies have a more comprehensive view of the work of PCTNTC in localities and central agencies, especially the difficulties and obstacles in some sensitive areas that are prone to corruption and negativity. On that basis, continue to guide, urge, and inspect the implementation, overcome loopholes, inadequacies, and gaps in mechanisms, policies, and laws, and prevent corruption and negativity from arising in the future.
Receiving the instructions of General To Lam, Minister Dang Quoc Khanh said that the Party Committee of the Ministry of Natural Resources and Environment will promptly issue and organize the implementation of the Plan to resolve the recommendations. At the same time, continue to study and clarify the opinions at the working session to overcome loopholes and shortcomings in the institutionalization of the Party's guidelines, policies and laws on PCTNTC into State laws.
