The National Assembly delegate pointed out a current situation that there are people who own social housing but are not eligible for this incentive; there is a situation of "circumventing the law" to buy and resell social housing, leading to the consequence that low-income people have more difficulty accessing social housing.
Strengthen inspection of social housing owners to handle violations

The delegate cited a current situation that there are social housing owners who are not eligible for this incentive, are not policy beneficiaries, are not poor households, near-poor households or low-income households as prescribed.
“There are even social housing projects that have not been accepted, but social housing for sale has appeared on social networking sites such as Facebook and Zalo. If there is an inspection to check who is living in social housing, there will certainly be people who are not eligible for incentives,” the delegate said.
The female delegate from Hai Duong said that the above situation has many causes such as violations and errors in reviewing social housing purchase applications; and “circumventing the law” to buy and resell social housing. This leads to the consequence that low-income people have more difficulty accessing social housing.
Therefore, delegates hope that the monitoring delegation will consider this issue and have specific recommendations in inspecting and examining social housing users.
The draft resolution of the National Assembly assigns the Government to continue directing ministries, branches and localities to promptly prevent and resolutely handle acts of corruption, negativity and local group interests in the enforcement of laws on real estate market management and social housing development; and to strengthen inspection, examination and audit of social housing.
Delegate Viet Nga proposed to add content to strengthen inspection of social housing owners to handle related violations and procedures for reviewing applications for purchasing and leasing social housing.
Sharing the same view, delegate Le Thi Thanh Lam (Hau Giang delegation) also proposed to strengthen inspection and examination work to ensure the implementation of social housing policies in accordance with the law; have solutions to prevent, prevent and strictly handle violations that intentionally take advantage of the policy.

Meanwhile, according to delegate Nguyen Van An (Thai Binh delegation), the draft Resolution needs to stipulate additional tasks and solutions to limit the situation of approving incorrect subjects, buying social housing to resell, and at the same time promoting the construction of social housing from the state budget for rent... in the coming time.
Breakthrough solutions needed to accelerate social housing
Concerned about the issue of social housing development, delegate Mai Van Hai (Thanh Hoa delegation) suggested that the Government continue to pay attention to directing the removal of difficulties, obstacles, and bottlenecks in the implementation of legal policies on social housing in the fields of land investment and planning.
At the same time, amend attraction policies to attract investors, helping low-income people and workers in need of social housing have better access to policies.
In addition, delegates suggested that the Government continue to direct the effective implementation of the adjustment of national land use planning, provincial and district land use planning, giving priority to land allocation for social housing needs, focusing on the allocation of independent housing projects, especially in large urban areas and industrial parks.
Along with that, it is necessary to allocate adequate central and local budgets to invest in building social housing, perfect mechanisms and policies, and create favorable conditions for the Vietnam General Confederation of Labor to participate in developing social housing for workers in industrial parks to solve the housing needs of workers.

Overcoming the situation of some projects with low profits, long duration, not encouraging investors; specifying specific policies for low-income workers, workers in industrial zones; needing to diversify social housing products and forms of renting, leasing, hire-purchase, buying at reasonable prices so that low-income people can access.
According to the Thanh Hoa delegation, the Government needs to continue to direct, review, and remove difficulties and obstacles in implementing administrative procedures in investing in social housing projects, in accessing loans, and create the most favorable conditions possible to shorten the implementation time of social housing investment projects; administrative procedures in reviewing eligible subjects to participate in purchasing social housing to be both convenient and target beneficiaries of the policy.
Believing that the current supply of social housing is still limited; the situation of excess commercial housing land but lack of residential land and social housing is still slow to be resolved..., delegate Le Thi Thanh Lam (Hau Giang delegation) emphasized that in order to create conditions for people to easily access social housing, it is necessary to complete the legal corridor on social housing.
Early research and issuance of separate regulations on bidding and contractor selection; speed up the implementation of social housing projects and housing for workers and low-income laborers.
At the same time, ensure adequate allocation of state budget capital to implement social housing development policies, including social housing support programs for poor households, near-poor households and social housing for low-income people in urban areas; reform loan approval policies... to avoid a situation where very good policies are hindered by a "forest of procedures".
