New agency, new atmosphere
In 2024, Hai Duong merged 12 cultural - information - sports centers and 12 radio stations to establish district-level cultural, sports and media centers in 12 districts, towns and cities.
After more than a month of operation, the working atmosphere at the Thanh Mien District Culture, Sports and Communication Center is much more exciting and bustling. Before the merger, the District Radio Station only had 4 people, now the 2 agencies are "under one roof" with 14 people.
Having just merged, the center has taken on a major task of the district, which is to organize the Traditional Cultural and Sports Exchange Festival of the four twinned districts of Quynh Phu (Thai Binh), Vinh Bao (Hai Phong) with Ninh Giang and Thanh Mien districts (Hai Duong), hosted by Thanh Mien district.
If in the past the cultural center organized and invited the radio station to broadcast the news, now the district Cultural, Sports and Communication Center both organizes and promotes. Thanks to that, the organization and promotion of events are more unified and effective.
"The agency assigned each comrade to be in charge of promoting the event on radio and social networks; promoting it visually through billboards, posters and organizing the competitions," said Mr. Tran Huu Trinh, Director of the Center for Culture, Sports and Communications of Thanh Mien district.
From December 1, 2024, 28 new communes, wards and towns in Hai Duong will come into operation after rearranging 57 commune-level administrative units.
Thanks to proactive and careful preparation, after one month, the new communes, wards and towns in Hai Duong basically operated stably without interruption.
Mr. Nguyen Van Ben, Secretary of the Party Committee of Tran Phu commune, which was merged from the two old communes of Nam Trung and Nam Chinh in Nam Sach district, informed: "Immediately after the merger, the locality was granted a seal and necessary conditions to ensure the settlement of procedures and documents and serve the needs of citizens. The number of people coming to do procedures is also basically stable, not increasing sharply compared to before the merger".
Mr. Pham Van Khoi, Chairman of the People's Committee of Duc Phuc Commune (merged two communes Van Phuc and Hong Duc in Ninh Giang District), formerly Vice Chairman of the People's Committee of Hong Duc Commune, is getting used to his new job, new location, and new role. In the last days of the year, Mr. Khoi is very busy because he has to handle a lot of work.
"Duc Phuc commune after the merger has twice the area of the old commune, there is more work, and the pressure on me is also greater in the new position. I have to take advantage of the opportunity to grasp the area, learn from predecessors, work, study, and get acquainted to ensure the performance of the task," Mr. Khoi shared.
Clear effect
In 2023, Hai Duong College will merge into Hai Duong University. After the merger, 17 functional departments, specialized departments, centers and 9 leaders and managers will be reduced.
Despite many streamlinings, the quality of Hai Duong University after the merger has clearly changed. The enrollment results of the school after more than a year of merger are more than 3 times higher than the total enrollment of both schools before the merger.
14 newly opened training majors have promptly met the demand, doubling the number before the merger, mainly in the field of pedagogy. The entrance standard score has also been raised.
The income of officials and employees in the school increased compared to before the merger. At the same time, scientific research was promoted with 4 provincial-level topics and over 80 international articles and scientific research recognized and published.
Vice President of Hai Duong University Nguyen Van Quyen affirmed that the merger of the two schools has created favorable conditions, a strong turning point, removing obstacles when the two schools still existed. After the merger, the school will gradually implement focused and key investments to strive to become a key school of Hai Duong province and the Red River Delta region by 2030.
Some other agencies and units after mergers and consolidations in Hai Duong have also had and are having clear changes. With the new momentum, the places implementing mergers and consolidations are reaping initial results. This is the experience and premise for the arrangement and streamlining of the apparatus in the province in the coming time.
