Organizing the annual high school graduation exam is a difficult and complicated task that requires careful preparation from the direction, promulgation of regulations to the organization of the exam. At the end of the 2024-2025 school year, the high school graduation exam will be organized for the first time according to the 2018 GeneralEducation Program with the policy of one program and many sets of textbooks, posing many challenges, requiring careful preparation to ensure effectiveness.
According to the Ministry of Education and Training (MOET), in recent years, the high school graduation exam has been conducted in the spirit of clearly defining the State management responsibilities of the MOET and the implementation responsibilities of localities and educational institutions. The exam has achieved all three set goals: Meeting the requirements for considering recognition of high school graduation; analyzing and comparing results data to improve the quality of teaching and learning; and having reliability as a basis for admission consideration.
According to statistics from the Ministry of Education and Training, the number of candidates taking the high school graduation exam in 2020 is more than 900,000; from 2021 to 2024, each year there will be more than one million candidates taking the exam. Despite the participation of the entire political system, the reality of the exam in recent years has shown many shortcomings, especially the lack of specialized experts, so the education sector has had to mobilize teachers and lecturers from educational institutions to both teach and review and participate in the work of building the question bank and creating exam questions, leading to difficulties in ensuring independence and transparency, raising concerns in public opinion about the objectivity of the work of building the question bank to create exam questions for exams.
Professor, Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) said that at the end of the 2024-2025 school year, the high school graduation exam will be organized according to the 2018 general education program to properly assess the learning outcomes of learners, the goals and standards that need to be achieved according to requirements; use the exam results to consider recognizing high school graduation and serve as one of the bases for assessing the quality of teaching and learning; provide reliable data for universities and vocational education institutions to use in enrollment in the spirit of autonomy. The exam will closely follow the program's goals; the exam questions will be in the direction of strengthening the assessment of capacity, in accordance with the regulations and roadmap for implementing the 2018 General Education Program. Each candidate will take four subjects, including two compulsory subjects: Literature, Mathematics and two elective subjects from the subjects in grade 12; Literature will be tested in essay form; the remaining subjects will be tested in multiple choice form.
To ensure the exam work and build a question bank for the high school graduation exam from 2025 in an open direction, in line with the policy of one program and many textbooks, the Ministry of Education and Training has deployed two training sessions for teachers nationwide and mobilized the entire industry to build exam questions and exam papers for 18 subjects.
