1. What is a personal identification number?
According to Article 13 of Decree 137/2015/ND-CP, the identification code is stipulated as follows:
Personal identification number is a natural number sequence of 12 digits, structured with 6 digits: century code, gender code, year of birth code of the citizen, code of province, centrally-run city or country code where the citizen registered for birth and 6 digits is a random number range.
2. Is the personal identification number the same as the CCCD number?
The CCCD card number is a personal identification number according to Clause 2, Article 19 of the 2014 Law on Citizen Identification.
Therefore, the personal identification number is the Citizen Identification Number.
3. How to know personal identification number without CCCD?
When a citizen does not have a Citizen Identification Card, he/she wants to know the personal identification number in one of the following ways:
- Know the identification number through birth certificate:
Pursuant to Point c, Clause 1, Article 14 of the 2014 Law on Civil Status, the content of birth registration of an individual must include the personal identification number of the person whose birth is registered.
Therefore, it is possible to know the personal identification number through the birth certificate.
At the same time, Clause 1, Article 5 of Circular 59/2021/TT-BCA stipulates that the personal identification number already in the Birth Certificate is the citizen's personal identification number;
In cases where citizens have been issued a Citizen Identification Card or Birth Certificate with a personal identification number, they will use information about the Citizen Identification Number, personal identification number in the Birth Certificate and information on the Citizen Identification Card or Birth Certificate to conduct transactions with relevant agencies, organizations and individuals.
*Note: Citizens who register their birth from January 1, 2016, when the Civil Status Law officially takes effect, will be given a personal identification number when issuing a birth certificate.
- Know the identification code through the Public Service Portal
According to Article 5 of Decree 59/2022/ND-CP, the exploitation of information in the electronic identification and authentication system is regulated as follows:
- Information systems of state agencies, political organizations, socio-political organizations, and public service providers connect with the electronic identification and authentication system to exploit information of electronic identity subjects to serve the settlement of administrative procedures, public administrative services in the electronic environment and other state management activities according to assigned functions and tasks through the Electronic Identification and Authentication Platform.
- State agencies, political organizations, socio-political organizations, and public service providers exploit information in the electronic identification and authentication system through the VNelD application, electronic identification information page, and electronic chip-embedded Citizen Identification Cards using equipment and software that meet the technical requirements instructed by the Minister of Public Security.
- Electronic identity subjects exploit and share electronic identity information (except biometric information) and other information that has been integrated into the electronic identity account on the electronic identification and authentication system with other individuals and organizations via the VNelD application.
Thus, for individuals who do not have a CCCD, look up the identification code on the public service portal as follows:
Step 1: Access the Public Service Portal for Residence Management at the address:

Step 3: Select the type of account you want to log in with.
Step 5: Select “Registration and residence management field”
Step 6: Select “Residence Notice”

- Look up personal identification number via VNeID
After successfully downloading, installing and logging in, people can use this application to look up their personal identification code very easily as follows:

Step 1 : Log in to the VNeID application on your phone
Step 2 : On the VNeID home screen, select "Paper wallet"
Step 3 : Select "Information"
Step 4 : Check personal identification number
