According to Resolution 82/ND-CP on key tasks and solutions to accelerate recovery and accelerate effective and sustainable tourism development, signed and issued on May 18, although fully reopened from March 15, 2022, Vietnam's tourism still has many limitations and shortcomings that need to be overcome.

Specifically, the legal corridor for attracting investment in tourism has not been a breakthrough, market strategies and promotion policies have not been adjusted in time to face fluctuations. Tourism products lack diversity, accommodation, trade, transportation services, etc. have not yet formed an economic ecosystem. The connection in developing tourism products, infrastructure systems for resorts, shopping, event organization, etc. is still lacking and not synchronized.

In particular, the visa policy for international visitors is not suitable, with short temporary stay periods. Tourism promotion and advertising activities are still limited,...

With the motto "Outstanding products - Professional services - Convenient and simple procedures - Competitive prices - Clean and beautiful environment - Safe, civilized and friendly destinations", making tourism truly a spearhead economic sector, among the top 30 countries with the world's leading competitiveness, the Government requires ministries and branches to simultaneously deploy specific solutions.

Restructuring the tourist market

With the goal of promoting the restructuring of the tourism industry towards professionalism, modernity, quality and sustainability, the Government requested the Ministry of Culture, Sports and Tourism to continue implementing the Project on restructuring the tourism industry, with special attention paid to restructuring the tourist market.

In addition, implementing solutions to promote rapid development of the domestic tourism market, creating a foundation for short-term breakthrough growth. Diversifying and effectively exploiting the large international tourist market, focusing on markets with high spending capacity, long-term vacations, developing customer segments according to specialized products in which Vietnam has strengths; strengthening research, grasping new tourism trends and issuing timely and appropriate policies.

Vietnam tourism needs to focus on international visitors with high spending ability and long-term vacation.

The Ministry of Planning and Investment coordinates with the Ministry of Culture, Sports and Tourism to restructure tourism activities in accordance with Vietnam's potential and advantages, responding to global trends and adapting to fluctuations in the world economy.

Heads of ministries, ministerial-level agencies, and government agencies coordinate with the Ministry of Culture, Sports and Tourism and People's Committees of provinces and cities to propose innovative mechanisms and breakthrough policies to mobilize resources and restructure the tourism industry to feasibly and effectively implement the goals of recovering and developing tourism into a spearhead economic sector.

Focus on linking product and market development; connecting tours, routes, and tourist destinations within and between regions. Forming a linkage model between localities, with the participation of national tourism agencies and large enterprises.

In particular, local People's Committees need to diversify tourism forms and products, focusing on linking tourism with other industries in the value chain, associated with green and sustainable development and the motto of "taking the tourist experience as the center".

Facilitate entry and exit

Regarding attracting international visitors to Vietnam, the Government requested the Ministry of Public Security to continue to improve policies, facilitate entry, exit and travel for international visitors. Research, evaluate and report to the Government on expanding the list of countries granted electronic visas (e-visas).

From there, the Government report proposed that the National Assembly amend the Law on Entry, Exit, Transit and Residence of Foreigners to facilitate foreigners entering Vietnam in the direction of ensuring consistency in regulations on granting e-visas and traditional visas, and extending the temporary stay for visitors when entering Vietnam.

The Ministry of Public Security also needs to strongly improve the process of controlling entry and exit procedures at airports, ensuring the fastest and most convenient way for international visitors to Vietnam.

The Ministry of Transport is implementing solutions to promote the expansion of international flights to Vietnam. Improve operational capacity at airports, focusing on Noi Bai and Tan Son Nhat international airports; develop charter flights to serve tourism. Support airlines to open new routes.

In addition, the Government emphasized the need to increase investment attraction for tourism development with a focus on national tourist areas, based on the Vietnam Tourism System Plan for the 2021-2030 period, with a vision to 2045 of the Ministry of Culture, Sports and Tourism, after being approved by competent authorities.

Bringing airfares back to market

In particular, to support tourism businesses, the Government requested the Ministry of Industry and Trade to preside over and coordinate with ministries, branches and localities to study and supplement the customer group "tourist accommodation establishments" to apply retail electricity prices equal to retail electricity prices for production customers.

The Ministry of Culture, Sports and Tourism coordinates with ministries, branches and localities to research stimulus policies and support packages for businesses and tourism business households to access capital sources and stimulus packages.

The Ministry of Finance studies and proposes preferential credit support packages, creating favorable conditions for tourism businesses to access preferential loan sources.

The Ministry of Transport is studying to amend and supplement regulations on management and coordination of landing and take-off times at airports and airfields (slots) in the direction of flexible use; supporting airlines in discussing with foreign aviation authorities on the use of international flight slots on a reciprocal basis, to best serve the needs of tourism development.

Coordinate with relevant ministries and branches to consider adjusting the ceiling price framework in the short term, bringing airfares back to market mechanisms, removing difficulties for Vietnamese airlines to have conditions to accumulate capacity, and improve competitiveness with international airlines.
