Presenting the Policy Impact Assessment Report of the National Assembly's draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, the representative of the Ministry of Planning and Investment stated that, in recent times, with the attention and support of the Central Government, Nghe An province has strived to achieve many important achievements in socio-economic development.

Nghe An is aiming to become the center of the North Central region in terms of finance, high-tech industry, trade, tourism, education and training, science and technology, health care, culture and sports. Vinh City and the Southeast Economic Zone are gradually playing the role of growth poles and economic development drivers of the province.

However, Nghe An is still a province with many difficulties and an unbalanced budget. The socio-economic infrastructure is not complete and not synchronized, especially the key transport infrastructure; the urbanization rate is slow; the Western region still has many difficulties. Economic development, especially the marine economy and tourism, is not commensurate with the potential and advantages...

Accordingly, the Ministry of Planning and Investment proposed the following four specific policy groups: Policies on state financial and budget management; policies on investment management; policies on urban and forest resource management; and policies on organizational structure and staffing.

Speaking at the meeting, representatives of ministries, branches and units under the Ministry of Justice basically agreed with the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

However, the delegates also requested the drafting agency to study and complete the draft Resolution to ensure consistency and unity among the National Assembly's Resolutions on a number of contents; at the same time, requested the drafting agency to base on the characteristics of Nghe An province, legal regulations, and Party policies to study how to regulate the payroll of Nghe An province appropriately...

Speaking at the appraisal session, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung thanked the delegates for their comments to complete the draft Resolution.

The head of Nghe An Provincial People's Committee affirmed to accept the opinions of the delegates to quickly complete the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province to ensure consistency and feasibility.

Concluding the appraisal session, Deputy Minister of Justice Tran Tien Dung - Chairman of the Appraisal Council, assessed that the draft Resolution closely followed the Party's policies and Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

Deputy Minister Tran Tien Dung suggested that the Ministry of Planning and Investment should add some more contents to the submission as follows: Assess the impact of additional policies and explain the reasons for the policies that have been removed; report to the Politburo on the organization of the government apparatus and staff; supplement and complete the responsibilities of agencies in Nghe An province; supplement and complete administrative procedures and decentralization issues in the draft Resolution.

At the same time, Deputy Minister Tran Tien Dung also requested the advisory agency to fully absorb comments from the delegates attending to complete the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.
