On March 2, speaking at the conclusion of the conference to review the plan to implement tasks in 2024 and resolve recommendations from the People's Committees of Thu Duc City, District 1, District 7 and Can Gio District, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai reminded localities to focus on public investment disbursement.

Chairman Phan Van Mai suggested that localities pilot a number of projects and work with contractors to speed up construction progress by increasing the number of workers in "3 shifts and 4 shifts".

For new bidding projects, it is necessary to calculate correctly and fully all costs for contractors and require quick completion. He suggested that overtime, night work, weekends, holidays and Tet be added to the bidding and supervision contracts. “Like that, I believe that many projects will shorten the time by 1/3, 1/2, even from three years to one year,” said Mr. Mai.

Mr. Phan Van Mai also acknowledged that the key issue is coordination between units to resolve arising issues. According to him, units detect problems quite early and raise specific issues, but coordination between departments or between departments and districts to resolve them is still slow.

Therefore, not only Can Gio district, District 1, District 7, Thu Duc city but all 22 districts, Thu Duc city, departments and branches need to review and focus on solving the issues raised at the working sessions and in the concluding notices. "The initiative of localities and departments in coordinating synchronously, promptly and effectively with each other in solving work is a very important issue," Mr. Mai stated.

The head of the Ho Chi Minh City government also emphasized that the city established working groups to apply the inter-sectoral mechanism to solve the problem, so the immediate task is for the working group leaders to review their tasks and report this March.

"From then on, in March, whatever can be finished, we will finish. Whatever is complicated, we will sit down and report to the Standing Committee of the People's Committee, or even the Party Committee of the City People's Committee, to report to the Standing Committee of the City Party Committee for resolution," said Mr. Phan Van Mai.

Assigning specific tasks, Chairman of the City People's Committee Phan Van Mai requested that District 1, District 3, District 7 and some central districts of the city take the lead in collecting roadside fees. In the immediate future, 1-2 routes can be selected for piloting and focusing on implementation.

Regarding District 1, Mr. Mai requested that the district pay attention to preparing to implement projects on the central area: central urban management, central economic and service areas.

In addition, the locality needs to review large projects that have been extended in the area. “The way to do this is for the district chairman to invite investors to question why the extension affects the aesthetics and clarify the progress. From there, the district will make recommendations for departments and branches to focus on,” Mr. Phan Van Mai suggested, adding that similarly, each project in the city also needs to be managed, monitored, and urged.

The city chairman also requested Can Gio district to complete the district planning in the first half of March, and at the same time promote major projects to be implemented in the coming time.
