On the morning of February 20, on the occasion of the 69th anniversary of Vietnam Doctors' Day, Politburo member and National Assembly Chairman Vuong Dinh Hue and his delegation visited and worked with the Ministry of Health.
Completed 3/3 main targets assigned by the National Assembly
Reporting at the meeting, Minister of Health Dao Hong Lan shared that in 2023, the health sector will continue to implement many key, important and effective tasks. Notably, 3/3 of the main socio-economic targets for 2023 assigned by the National Assembly will be completed.
In which, the assigned target on the number of doctors/10,000 people (12.5 doctors) was exceeded, the target on the number of hospital beds/10,000 people (32 hospital beds), the target on the rate of population participating in health insurance (93.2%) was achieved; basically completing the specific targets of the sector and field in 2023 assigned by the Government (7/9 targets).
Besides, the work of institution building continues to be focused and perfected.
The Ministry of Health has been and is continuing to focus on developing and submitting to the Government and the National Assembly many documents that are pivotal in the sector's operations, such as: Law amending and supplementing a number of articles of the Law on Pharmacy, Law amending and supplementing a number of articles of the Law on Health Insurance, Law on Population, Law on Medical Equipment, Law on Disease Prevention, etc.
At the same time, gradually remove the existing problems and shortcomings that have been exposed in the past, such as the mechanism for borrowing equipment, medical supplies, drugs and the mechanism for borrowing investment capital for public hospitals; regulations for practitioners and patients.
COVID-19 and other infectious diseases are well controlled, ensuring vaccination. The quality and efficiency of medical examination and treatment are improved. Continue to improve the organizational structure; deploy many synchronous solutions to develop grassroots healthcare.
A heavy task but also very glorious and honorable.
Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue expressed his joy at visiting and working with the Ministry of Health for the first time as Chairman of the National Assembly.
The National Assembly Chairman emphasized that health is the most valuable asset of humans and society; protecting and caring for people's health is a heavy but also very glorious and honorable task.
He acknowledged and highly appreciated the achievements of the Ministry of Health and the health sector in recent times with important and comprehensive achievements in all fields. Those achievements have been recognized and highly appreciated by the world, making an important contribution to the cause of building and defending the Fatherland.
The National Assembly Chairman expressed his hope that the health sector will continue to overcome difficulties and challenges, promote achievements, and achieve even greater success in the cause of caring for, protecting, and improving people's health.
At the same time, he highly appreciated the results that the Ministry of Health and the health sector have achieved in focusing on building and perfecting policy institutions, the legal system, law enforcement organizations and resolutions of the Party, the National Assembly and the Government. This is an important achievement, not only for health laws chaired by the Ministry of Health but also for laws related to health.
In particular, the Ministry of Health has focused on advising the Government to develop and submit to the National Assembly for promulgation the Law on Medical Examination and Treatment (amended). The National Assembly Chairman assessed that this is a milestone and event that is decisive for the development of the health sector in the coming time, both removing existing difficulties and obstacles and creating a favorable, transparent and public legal framework and corridor for medical examination and treatment facilities and the sector's activities.
In 2023, and more broadly, since the beginning of the term, the health sector and the whole country, with their core role, have successfully controlled the COVID-19 epidemic, which has been recognized and highly appreciated domestically and internationally, setting a model for many countries to learn and follow.
The National Assembly Chairman assessed that the health sector has made many efforts to overcome difficulties, resolve institutional and policy bottlenecks and consequences left by the COVID-19 pandemic as well as difficulties caused by the world situation.
He emphasized that the health sector has overcome the most difficult period, which is a good thing and has the opportunity to continue to develop, have faith and move firmly towards the future.
